If anything, given recent developments in issues such as climate change and poverty, the problem of protecting and sustaining forests should logically have become more important globally. Yet public interest in, and development support for, forest activities have declined and rates of forest loss remain stubbornly high. Why has this happened? This book seeks answers to this question. It examines the often dysfunctional relationships between various members of the international forest constituency, which have so often prevented the formation of consensus. It also explores the tendency to pursue technical and politically convenient ‘fixes’ focused on the internal workings of the forest sector, while ignoring the overwhelming influence of external forces on the fate of forests. Book excerpt: In analysing the development and achievements of Polish forestry and forest industries over the last four decades, it is necessary to take into consideration the situation prevailing after the end of the Second World War, when these sectors of the national economy were starting their activities. First of all, it is necessary to consider the effects of the war such as: (a) the harvesting from the forests of the present Polish territory of 3 about 200 million m of merchantable wood, which is equal to the normal harvest over a l2-year period; (b) the destruction of over half the woodworking industrial potential. In consequence, the forested area inside the new Polish boundaries amounted 40 years ago only to 20.8 per cent of the whole area of the country. There has been a continuing process of increasing the forested area of the country (although at a diminishing rate). In 1986 the forest area amounted to 27.7 per cent of the land surface, that is to 8.7 million ha, an increase of over 2 million ha in 40 years. Intensive afforestation, performed regardless of the ownership category of the land by the State forest service, was aimed primarily at making good the losses in the forested area and the rational use of land not fit for agricultural purposes.

The Food and Agriculture Organization of the United Nations (FAO), in collaboration with the International Tropical Timber Organization (ITTO) and Unique Consultancy, elaborated a Global Forest Sector Outlook 2050 to assess the capacity of wood supply to support a sustainable bioeconomy. The report presents a business-as-usual scenario, based on the Global Forest Products Model (GFPM), and a bioeconomy scenario based on the impact of increased consumption of two wood products consolidated in the market: mass timber and manmade cellulose fiber. The publication assesses the market outlook for demand for primary processed wood products, demand and supply of industrial roundwood, wood energy, and forest employment and investments. From a deman-driven perspective, it discusses the actual forest resource base and production needs to supply future demand by factoring in the use of wood residues and enhanced productivity in the forest sector, as well as the influence of megatrends and policy objectives.

Book excerpt: This report summarizes current knowledge about recent changes in the climate of Canadas forests and projects further changes over this century based on scenarios of future global greenhouse gas emissions developed by the Intergovernmental Panel on Climate Change. Even with sustained reductions in global emissions the future climate is predicted to be quite different, meaning that adaptation will be essential. Impacts on the forest are already occurring and will be substantial in the future. The current upward trend in area burned annually is expected to continue. Forests will be prone to widespread stress induced by the changing climate, increasing the likelihood of pest outbreaks in the short to medium term. Recent outbreaks of several pests have exceeded in scope all previous known epidemics of these pests and are associated with the crossing of a climatic threshold. Invasion of the boreal forest by the mountain pine beetle, Dendroctonus ponderosae (Hopkins), appears likely, although the effect of this range expansion would likely be less severe than that observed recently in British Columbia, and outbreaks of the spruce budworm, Choristoneura fumiferana (Clemens), are predicted to be longer and more severe in the future. Future forest growth in response to climate change is expected to be variable, with growth reduction because of drought in parts of Canadas western forests perhaps the most dramatic short- to medium-term outcome, though modestly increased growth in the east is predicted. Such impacts have implications for the cost and characteristics of timber supply, and climate change will also affect forestry operations, recreation opportunities, biodiversity, and carbon storage. Planning based on past approaches will need to be reconsidered. Current objectives for sustainable forest management may not be attainable in the future, although there may be some new opportunities. Climate change may produce public safety risks, significant economic and social dislocation in forest-dependent communities including Aboriginal communities, and impacts on the competitiveness of companies as well as on the actions and policies of all levels of government. These effects can be reduced through early identification and implementation of actions to reduce vulnerabilities or take advantage of new opportunities. The key needs associated with adaptation in the forest sector include awareness building and debate, improved knowledge and information, vulnerability assessments, planning frameworks and tools, and enhanced coordination and cooperation among governments and other forest sector participants. Meeting the challenge of adaptation will require sustained effort for many years.
