Book excerpt: The United States-Australia alliance has been an important component of the US-led system of alliances that has underpinned regional security in the Indo-Pacific since 1945. However, recent geostrategic developments, in particular the rise of the People’s Republic of China, have posed significant challenges to this US-led regional order. In turn, the growing strategic competition between these two great powers has generated challenges to the longstanding US-Australia alliance. Both the US and Australia are confronting a changing strategic environment, and, as a result, the alliance needs to respond to the challenges that they face. The US needs to understand the challenges and risks to this vital relationship, which is growing in importance, and take steps to manage it. On its part, Australia must clearly identify its core common interests with the US and start exploring what more it needs to do to attain its stated policy preferences. This book consists of chapters exploring US and Australian perspectives of the Indo-Pacific, the evolution of Australia-US strategic and defence cooperation, and the future of the relationship. Written by a joint US-Australia team, the volume is aimed at academics, analysts, students, and the security and business communities.

This paper examines the current policy against a remote but dangerous possibility- a future military conflict between the United States and Japan that would erupt in the dynamically emerging Asia- Pacific region. An analysis of the existing state of the United States and Japan notes that both are at a crossroads. With the successful conclusion of the Cold War, they have the two most powerful economies, yet both have structural problems that will force them to adjust policies and seek new relationships. Some commentators deduce that the relationship between these two powerful nations will deteriorate, and in the extreme scenario result in military conflict. Australia has strong cultural links to the United States and a close security relationship as a staunch ally. on the other hand, Australia is also developing a more diversified and constructive partnership with Japan. Australia's current national security policy is a multi-dimensional one that includes military, diplomatic, economic, regional assistance and development elements, plus cultural links. Its defense policy is based on the self reliant defence of Australia within a network of alliances and agreements. Recent changes to its Defense force structure and support are designed to meet that policy. The paper considers how the region and Australia may react to a conflict between the United States and Japan. It is assessed that such a conflict would significantly hurt Australia, although it could probably survive by expanding its other relationships in the region and the world.

Book excerpt: The United States is facing multiple challenges to sustaining its military-technological edge in the Indo-Pacific: The proliferation of advanced missiles, submarines, satellites and other technology has raised the costs and risks for the United States in a regional conflict. Access to advanced technology and innovation has spread, raising the importance of the private sector in maintaining military superiority but also generating new centres of technological progress.The United States’ current defence strategy and capabilities are increasingly economically unsustainable, and its defence budget is stagnating due to political polarisation in Congress. The Third Offset is a set of strategies that aims to bolster US conventional military power by mobilising innovation, new technologies and institutional reform: The United States is placing ‘bets’ on a series of new technologies, from artificial intelligence to hypersonic weapons, that will allow its military to project force in contested environments. Some of these technologies will, in theory, allow for more economically sustainable military operations and capabilities. Reforming US defence institutions to prioritise innovation, and seeking ways to take advantage of new technologies in the private sector, are attempts to embed and sustain US military advantage. The direction of the Third Offset, and its success or failure, should inform Australia’s strategic outlook. Canberra should seek to expand engagement with the Third Offset, particularly through the following institutional aspects: A United States-Australia Defence Technology Workshop should be established to generate new ideas around Indo-Pacific technological trends, investment and new military concepts. Canberra should explore the possibility of hosting, or jointly funding, an international Defence Innovation Unit Experimental Office, providing strategic coordination on technological developments, resourcing and opportunities for Australian defence firms. Australia needs to expand its engagement with the United States on the testing, exercises and simulations that will form new Third Offset military concepts.

Australia’s security, economic and political ties with the United States are fundamental to Australia's future. The previous government significantly intensified Australia’s relationship with the United States, and it is now in the best shape it has ever been in. In this regard, the smoothness with which the US alliance has transferred to the Rudd Government, is outstanding to the strength of the alliance that John Howard had recognized with the United States of America. This is a permanent legacy that will help Australia and hopefully the government in greater strategic relationships. In the past eleven and half years, both defence and economic ties were improved, with the Australia-United States treaty of Defence Trade Co-operation and United States-Australia free trade agreement correspondingly. Therefore, the Australia-US relationship should only strengthen in the next ten years built on shared values, interest, mutual respect and similar outlooks on global affairs. In this regard, I would argue that Australia at the moment is more dependent on China for its growing economy but initiatives such as the annual bilateral strategic dialogue between both Countries which the previous government initiated last year is an important step towards developing closer security links in the future. I am also confident that Australia escalating economic relationships with China will coincide with the greatest dialogue on security matters, which should reflect shared mutual interests and values. On the other hand, the United States have been building the security umbrella in Asia-Pacific after World War II, from Japan and South Korea in the North, to Philippine, Thailand, Australia and New Zealand in the South to protect its security and interests in Asia-Pacific from communist threats like communist China.
