Book excerpt: Excerpt from Alaskan Fur Seals: Diplomatic Negotiations for the Settlement of the Fur-Seal Question, and the Position of the United States and Foreign Governments With Respect to the Sealing Industry, 1867-1906 Oh July 1, 1870, it was further enacted by Congress that no per son should kill fur seal or other fur-bearing animals within the limits of Alaska Territory or in the waters thereof, which later, by the act of March 3, 1889, were expressly declared to include all the domin ion of the United States in the waters of Bering Sea within the Russian cession. This act of July 1, 1870, further provided for the leasing of exclu sive sealing privileges on these islands by the Secretary of the Treasury under certain conditions and restrictions, and pursuant to such provisions a lease was made to the Alaska Commercial Com pany for twenty years from May 1 1870, and, upon the expiration of that lease, a similar lease was made to the North American Com mercial Company for twenty years from May 1, 1890. In 1963, groups of one, two, and three seals accounted for percent of the total sightings. Of seals collected in 1963, 111 were males and were females. Five-year-olds predominated among females. The relative distribution of males and females, with only three exceptions, was fairly uniform. Post partum females predominated in the early July collections in sectors 1 and 2, zones 3 and 4, and in the feeding areas of the outer zones from mid-july to early Sep tember. The first adult males found away from the Pribilof Islands were seen 5-20 miles north west of Akun Island on 31 July. In August they were found widely scattered at sea.
