Book excerpt: Excerpt from The First Biennial Report of the Indiana Labor Commission for the Years 1897-1898 So far as relates to the purpose of the law, little opposition has been shown by either capital or labor. There has been found al most a universal expression of approval. These evidences have been made by verbal expressions, by numerous votes of thanks from labor organizations, and by letters of commendation from employers in all parts of the State, and are so ample that there is no hazard in the conjecture that Arbitration and Conciliation will be accepted as the more satisfactory method of settling labor dis putes in Indiana in future. The Commissioners' efforts have been enlisted in the investiga tion and settlement of troubles to a degree almost commensurate with the vast variety of industries of the State. In the mines, on the highways, in the factories and workshops its energies have been exerted in reconciling the ever recurring controversies which arise. Each dispute has presented new phases and taught new lessons. In some instances it has been a demand for increase of wages; in others a protest against reductions; in addition there have been conflicts growing out of demands for trade regulation; the recogni tion of labor organizations; insistence upon prompt pay and honest weight; protest concerning unfair discrimination against work men; strifes for the regulation of the hours of labor; organized op position to oppressive trade rules; and in many instances two or more perplexing questions have demanded adjustment in reaching satisfactory conclusions. So, also, miners, tin workers, glass workers, building tradesmen, teamsters, shovelers, plate glass bevelers, canners, butchers, coop ers, allied printing tradesmen, brick makers, machine workers, and numerous others have encountered controversies, the settlement of which have involved intricate trade problems requiring patience and diplomacy. The results have not always been satisfactory nor permanent, owing to supervening conditions over which the Com mission had no control. At times flat failures have followed ef forts at settlement. Book excerpt: Excerpt from The Second Biennial Report of the Indiana Labor Commission: For the Years 1899-1900 The significance of the term notice and hearing was densely vague, and the attorney-general was appealed to for an interpreta tion of its legal meaning. His decision, in substance, was that, in order to secure an exemption it would be necessary for an employer to post in a conspicuous place in his factory a notice to his employes that after ten days he would apply to the Labor Commissioners for a certificate Of relief from weekly wage payments. Additionally, it was decided that the petition so filed be accompanied by another voluntarily signed by more than 50 per cent. Of the employes af fected, praying for such exemption. This done, the Labor Com mission could, if it so desired, comply with the terms of the request. This provision led to the conclusion that it was the opinion Of the Legislature that sometimes conditions existed where the arbitrary enforcement Of the law would impose unusual inconvenience and expense upon employers. Book excerpt: Excerpt from The Fourth Biennial Report of the Indiana Labor Commission for the Years 1903-1904 Dear Sir - Herewith is submitted to you the Fourth Biennial Report of the Indiana Labor Commission for the fiscal years 1903-1904. As compared with preceding reports made by this Commission, this one shows a gratifying improvement in industrial conditions in Indiana. This fact finds expression in fewer lockouts, strikes and boycotts; a smaller number of persons involved; a shorter duration of trouble; a lessened intensity of strife; more gratifying settlements, and a greater number of adjustments without strikes. Formerly troubles came with such frequency as to make it impossible to meet all the demands made upon the Commission. This was largely due to the fact that labor was then slowly evolving itself out of depressed conditions, and that in its zeal to secure the blessings of increasing prosperity conflicts were precipitated at times when more conservative methods would have accomplished better results, and at less cost of time and wages. It must not be understood that this report includes all the industrial troubles that have occurred in the State during the two years comprehended by it. There are still times when two or three prevail simultaneously in different localities - often remotely situated. To the La bor Commission the police expressed the opinion that more than fifty rioters had been injured, some seriously, while others had been concealed and shielded from arrest by friends. The refusal of the company to grant the advance asked for, the summary method of treating the petitioners, to gether with the speedy arrest and imprisonment of the rioters, seemed to intensify the excitement and sympathy among the remaining employes of the mill. This report properly belongs with the series emanating from the Bureau of Labor. By law the Bureau of Labor ceased to exist, practically, on the 30th of J une last, the Department of Labor having been created by an act approved J uue 13, 1888. The investigation on which this report is based was made by the Bureau of Labor. As a part, there fore, of the work of the Department of the Interior, and as material constitutin g a part of your annual report for the fiscal year ending J uue 30, 1888, it seems proper that I should transmit this report to you, and in doing so I desire to thank you for your courtesy at all times in aid. Ing me to forward the work of the Bureau of Labor. Your kindness and that of your predecessors has been of great assistance in perform ing the duties assigned to the Bureau of Labor. All future reports, of course, will come from the Department of Labor, and by law will be transmitted to Congress. While the material for this report was col lected prior to the close of the last fiscal year, much other work was done by the Bureau which must naturally be carried forward into the reports of the present and the comin g fiscal years. I can not, therefore, strictly say that the present report constitutes the operations of the Bureau of Labor for the fiscal year ending J uue 30, 1888. The special work called for by Congress relating to the statistics of marriage and divorce does not form a part of the annual report, but by law is to be presented to Congress as a special matter. This work relatin g to mar riage and divorce has been carried through, so far as the fieldwork was concerned, by the Bureau of Labor, under your administration, and your liberal construction of law and hearty cooperation have enabled me to make an exhaustive report relating to one of the most vital questions connected with the social affairs of the country.
