The centrepiece of the agenda was the replacement of Canada's first-past-the-post electoral system, but they also promised to revitalize relations with the provinces, bring Indigenous Peoples into the intergovernmental fold, and to change the ways in which senators and Supreme Court justices are appointed. How has the reform agenda faired? Has it resulted in a more effective and democratic set of political and federal institutions? Or has it largely failed to deliver on these objectives? What, more broadly, is the state of Canada's democratic and federal institutions? The Queen's Institute of Intergovernmental Relations used the occasion of Canada's 150th birthday to examine these pressing issues. Book excerpt: In 2005 a Harvard conference honoured Paul Weiler, originally from Thunder Bay, Ontario, who drafted the Notwithstanding Clause of the Canadian Charter of Rights and Freedoms and created the Canada Program at Harvard University. Weiler's Notwithstanding Clause saved the floundering constitutional talks that eventually rebuilt Canada upon the Charter of Rights and Freedoms. In Part One of this book, Weiler lucidly describes his very Canadian legal philosophy, spelling out his original intent in drafting the clause. Joining Harvard in 1979, he set up a Canada Program that has provided the image of Canada held by many future leaders. He reenergized the languishing Mackenzie King Endowment for Canadian Studies and soon Mackenzie King visiting professors were teaching everything from Canadian economics to Canadian aboriginal history. After Weiler's address at the 2005 conference, past Mackenzie King professors spoke on Canada; the second part of this book contains their essays. Many discuss constitutional law or politics but discussions range from economic nationalism to water rights. Many provisions may given constitutional recognition and some issues may not include in the constitution. The councils of the unconstitutional cases shall be implemented in the hands of the council through proclamation. As a country's successful transboundary, the federal government, which can be registered in various sectors, is based on the healthy inter-governmental relationship between federal and the regional governments as well as among regional government. Either IGR own constitutional recognition or not, its presence is mandatory if not, it puts a black spot and effect the growth of the country. Some countries report that the relationship is not effective, and for the newer federal states seek the experience of the effective experience. In this regard, Canada has many experiences that it can share with other countries. This paper shows the effectiveness of Canadas experience on IGR. The role of politicians, the federal government, and constitution will be illustrated. The community's interest in giving response to the IGR will be reviewed.

Using eight country case studies, it explores the interplay between politicised ethno-cultural diversity and intergovernmental relations (IGR) in countries where the distinctive identity of at least one subnational unit is acknowledged in a form of territorial autonomy. The book examines whether and how the distinctive identity of particular subnational units and the attending competing constitutional visions shape the dynamics of IGR. The goal here is not simply to determine whether intergovernmental interactions in such societies are less cordial and more conflictual than in other societies. Such interaction in any society could be strained as a result of disagreement over specific policy objectives. The question is whether the distinctive identity of particular subnational units and the attending competing constitutional visions themselves have been a primary source of intergovernmental tension. The book also examines the impact of identity politics on institutions and instruments of IGR, determining whether the ethno-cultural divide and the tension it creates have the tendency to affect the type of institutions and instruments employed in IGR. It is also about the relevance and effectiveness of institutions and instruments of IGR in acknowledging and accommodating the distinctive identities and specific demands of subnational units, thereby contributing to the peaceful management of divided societies.

In some cases, such as Germany, collaboration is highly developed and policies are ambitious and integrated; in others, such as Switzerland, diversity and decentralization are privileged and policies remain fragmented. Finally, there are countries such as the United States that do not grant much importance to labour market policies. these five federations and so help us understand how political institutions and public policies are inter-related. Federalism and labour market policies certainly influence each other, but there is no simple relationship between them. Comparing different governance and employment strategies is nevertheless very instructive because it shows the range of approaches and policies that are possible in federal countries.
