In both areas this young country has a record of achievement that few other nations can claim. Largely through peaceful means she has attained complete freedom from foreign occupation. Negotiation has been the essence of Tunisian foreign relations. On the domestic scene this country has established a stable government which is supported by its people. Freedom with responsibility characterizes the role of the individual in the new nation. The accomplishments in political, economic and social fields during the past eight years deserve the praise of all nations. From this examination of Tunisia certain factors emerge as important elements in the evolution of the country. The location and physical characteristics of the country have made a major contribution to her successes and failures. While some of these characteristics cannot be changed, others have been, and are being, altered in order to strengthen the economy. The attitude in Tunisia has been positive with respect to problems imposed by nature and results are beginning to show the merits of this approach. Tunisian history has provided a basis for what exists in the country today. Diverse influences over the centuries have given the people a character that stamps them as Tunisians rather than as Arabs, or even North Africans. The leaders of this newly independent nation have used their knowledge of history in establishing a government that serves the people. Foremost among the reasons for the success that has been achieved by Tunisia is the quality of leadership available. A small group of dedicated men has guided the country to independence and progress. These leaders are Arabs and Moslems, but they are also men who have been educated in France and accepted much of her culture. With this background they have studied Tunisia's problems in an atmosphere of cold reality rather than emotional patriotism. The products of their efforts have been sound programs for political, economic and social progress. In carrying out their plans they have exhibited courage and skill. The results of their work have been impressive. Coupled with leadership as an important element in the success of Tunisia is the existence of a unified party organization. The Neo-Destour has contributed not only to the achievement of independence but also to the subsequent stability of the country. While a one-party system in Tunisia allows the debate of issues and it is responsive to the needs of the people. It also promotes unity at a time when all energies are needed to combate common problems. The evolution of Tunisia is a valuable source for the study of success and failure in newly independent countries. From her experience other nations can gain insight into the secrets of progress-which are more often found in the caliber of men than in the fertility of the earth.

The vast majority of parents in developing nations are illiterate, while the majority of children, by the time they reach their teens, have enough formal education to assure more or less permanent literacy. To be sure, the quality of this education, the duration of the schooling experience and the equality of educational opportunity for males and females, rich and poor, urban, town and rural dwellers varies considerably from country to country. However, the fact remains that for the first time in history, formal education has become available to the majority of mankind. The consequences of this new state of affairs must surely be significant. For example, children have the means quickly to acquire more knowledge than their parents possess, which might call into question traditional relationships of respect and honor accorded to older people, based on their greater life experience and knowledge of the ways of the world. Or, as new jobs or occupational roles become available in societies, the superior education of the young might give them competitive advantage over their elders in access to new jobs, higher pay, or other means to enhance the quality of life of their families. Are these changes taking place? In Your Sons Are at Your Service, Aaron Y. Zelin uncovers the longer history of Tunisian involvement in the jihadi movement and offers an in-depth examination of the reasons why so many Tunisians became drawn to jihadism following the 2011 revolution. Zelin highlights the longer-term causes that affected jihadi recruitment in Tunisia, including the prior history of Tunisians joining jihadi organizations and playing key roles in far-flung parts of the world over the past four decades. He contends that the jihadi group Ansar al-Sharia in Tunisia was able to take advantage of the universal prisoner amnesty, increased openness, and the lack of governmental policy toward it after the revolution. In turn, this provided space for greater recruitment and subsequent mobilization to fight abroad once the Tunisian government cracked down on the group in 2013.
