Book European Citizens Initiative A Tool for Engagement and Active Citizenship

Download or read book European Citizens Initiative A Tool for Engagement and Active Citizenship written by Yilly Vanessa Pacheco and published by Universitätsverlag Göttingen. This book was released on 2023 with total page 196 pages. Available in PDF, EPUB and Kindle. Book excerpt: This publication gathers contributions to understand better and further develop the European Citizens’ Initiative. This participatory and agenda-setting tool introduced into the Treaty of Lisbon has not yet reached its full potential of citizen engagement, nor has it driven the significant policy changes initially expected. Bearing this in mind, the project ECI: From A to Z aimed to promote the knowledge and use of the European Citizens’ Initiative within the higher education arena by engaging investigators and students from four different Universities (University of Coimbra; Georg-August University of Göttingen; Alexandru Ioan Cuza University of Iaşi and the University of Vigo) to work together to share their concerns and common views on the European Union role and policies. This publication describes the methodology followed and results reached under the project, but more than that, it is a practical toolkit for all who wish to know more about the European Citizens’ Initiative and how to put it in motion.

Book The European Citizens Initiative

Book excerpt: With the European Citizens' Initiative (Article 11.4. in the new Lisbon Treaty of the European Union), the region enters new territory for modern democracy. For the first time, the principle of representative democracy, based on both indirect and direct democracy, will become a political practice on the transnational level. However, such a historic step, which is closely watched by observers from across the globe, raises many questions regarding the future provisions (implementation and regulation), the opportunities (the attitude by EU institutions and citizens groups alike), and the infrastructure (the support and assistance arrangements). This book offers an entry point into the new and exciting democratic territory of the European Citizens' Initiative, and it outlines the cornerstones and key features of both the procedure to be adapted by the EU in 2010 and the future use of the new tool from 2011.

Book excerpt: Making the European Union more democratic and transparent is one of the priorities of the Juncker Commission. It is against this background that the European citizens' initiative is particularly important since it gives them the opportunity to express their concerns in a very concrete way and to influence the European political and legislative agenda. On 31 March 2015, the Commission published its first report on the implementation of this instrument. After only 3 years of existence, the facts show the interest of the general public for the citizens' initiative. In particular, about 6 million citizens have already made use of their new right, and three initiatives have managed to gather more than 1 million signatures. However, we are aware that some aspects can still be improved, and we have started a reflection on possible options for improving the tool and have the intention of involving all relevant stakeholders in this exercise.

Book European Citizens Initiative

Download or read book European Citizens Initiative written by Petr Novak (Policy scientist) and published by . This book was released on 2017 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The European Citizens’ Initiative (ECI) is an important instrument of participatory democracy in the European Union. Thanks to this measure, one million EU citizens residing in at least one quarter of the Member States can invite the Commission to submit a proposal for a legal act which they consider to be required in order to implement the EU Treaties. The ECI gives EU citizens a right similar to the right of initiative of the European Parliament and the Council. Since the application of Regulation (EU) No 211/2011, which established detailed procedures and conditions for the ECI, three initiatives have been successfully submitted to the Commission.

Available in PDF, EPUB and Kindle. Book excerpt: Three years after the introduction of the European Citizens' Initiative, the present volume offers a critical, but nonetheless cautiously optimistic perspective on the opportunities and constraints of this novel tool of transnational participatory democracy. Bringing together a wide range of ECI researchers, the volume combines theoretical discussions on the nature and contribution of the ECI with empirical perspectives on the experiences of the first initiatives launched since April 2012. The contributions show that the ECI is difficult to place as an instrument of participatory democracy, owing to considerable ambiguity as regards its merely indirect agenda-setting function. More importantly, the ECI has so far only in part been able to fulfill the high expectations held by academics, activists and ECI organizers alike. The conclusions of the volume are, therefore, somewhat ambivalent: while the ECI clearly has significant democratizing potential, the experience of the first three years also points to a considerable need for reform.

Book The European Citizens Initiative

Download or read book The European Citizens Initiative written by Christoph Schnellbach and published by . This book was released on 2011 with total page 3 pages. Available in PDF, EPUB and Kindle. Book excerpt: The European Citizens Initiative (ECI) - one of the major innovations of the Lisbon Treaty - allows citizens from April 2012 to call directly on the European Commission to propose a legal act within the framework of its powers. However, the formal requirements for such an initiative have been set very high: to be successful, an ECI will require a million signatures from at least seven out of twenty-seven member states. While the idea behind the ECI is to address the democratic deficit in the European Union by helping citizens to participate directly in the legislative process, implementation issues could undermine the effectiveness, relevance and democratic potential of this new instrument.

Book Debating European Citizenship

Download or read book Debating European Citizenship written by Rainer Bauböck and published by Springer. This book was released on 2018-09-24 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This open access book raises crucial questions about the citizenship of the European Union. Is it a new citizenship beyond the nation-state although it is derived from Member State nationality? Who should get it? What rights and duties does it entail? Should EU citizens living in other Member States be able to vote there in national elections? If there are tensions between free movement and social rights, which should take priority? And should the European Court of Justice determine what European citizenship is about or the legislative institutions of the EU or national parliaments? This book collects a wide range of answers to these questions from legal scholars, political scientists, and political practitioners. It is structured as a series of three conversations in which authors respond to each other. This exchange of arguments provides unique depth to the debate.

Book Guide to the European Citizens Initiative

Download or read book Guide to the European Citizens Initiative written by and published by . This book was released on 2019 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The European Citizens' Initiative allows EU citizens to get involved in EU policy-making and put on the European agenda the issues that matter most to them. A citizens' initiative brings together people from different EU countries to collect signatures and call on the European Commission to propose new laws on issues that are close to their hearts. It is a bottom-up way of starting a political debate and raising awareness of common causes which unite people across borders. The tool was launched in 2012, and is now bearing fruit, with several initiatives leading to concrete legal proposals by the European Commission. To make the process even more accessible and easier to use for organisers and supporters, new rules apply from the beginning of 2020. The European Citizens' Initiative is your tool to get your ideas across and help us build a better Europe.

Book Citizen Participation in Democratic Europe

Download or read book Citizen Participation in Democratic Europe written by Alberto Alemanno and published by ECPR Press. This book was released on 2021-02-05 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: As the European Union undergoes a major, self-proclaimed democratic exercise the Conference on the Future of Europe and approaches Treaty change, this volume offers a new model of citizen participation to address Europe's long-standing democracy challenge, and respond to the aftermath of the COVID-19 pandemic. Proposed are a set of democratic innovations, ranging from citizens assemblies to regulatory gaming to citizens initiatives and lobbying, which are complementary, not antagonistic, to existing representative democracy across the European continent. These innovations are emerging bottom-up across the continent and getting traction at local, national and EU level in a new era powered by technology. This book brings together academics as well as practitioners to give a forward-looking, holistic view of the realities of EU citizen participation across the spectrum of participatory opportunities. They all converge in arguing that, after many years of proven experimentation, the EU must institutionalize supranational, participative and deliberative, democratic channels to complement representative democracy and each other, and ultimately improve the effectiveness of EU citizen participation. While this institutional approach will not magically treat the EU democratic malaise, it should make the system more intelligible, accessible, and ultimately responsive to citizen demand without necessarily undertaking Treaty reform. The attempt to harness citizen participation to help address the current EU crisis needs the type of multi-faceted approach presented in this book. One that recognises the potential of existing and new democratic mechanisms, and also, importantly, the links between different instruments of citizen participation to improve the overall quality of EU's democratic system.
