Book excerpt: This paper contributes to the analysis of the integration of immigrants in the Canadian labour market by focusing in two relatively new dimensions. We combine the large samples of the restricted version of the Canadian Census (1991-2006) with both a novel measure of linguistic proximity of the immigrant' s mother tongue to that of the destination country and with information of the occupational skills embodied in the jobs immigrants hold. This allows us to assess the role that language plays in the labour market performance of immigrants and to better study their career progression relative to the native born. Results show that linguistic proximity shapes the evolution of job-skill content of immigrant jobs over time and in some cases affects patterns of wage assimilation of immigrants.

The first essay, entitled "Linguistic Distance, Languages of Work and Wages of Immigrants in Montreal", explores whether the distance between an immigrant's mother tongue and a Canadian official language (English or French), evaluated with the use of the Levenshtein distance measure, has an impact on his/her economic integration into the labour market. Using microdata from the master files of the 2001 and 2006 Canadian censuses and from the 2011 National Household Survey, I investigate the relationship between linguistic distance and the intensity of use of English and French at work in the Montreal metropolitan area. That region is characterized by the presence of sizeable French and English-speaking communities, as well as by a large number of immigrants from a wide variety of linguistic backgrounds. Those elements of linguistic diversity interact in the context of English being the international lingua franca. I find that linguistic distances between immigrants' mother tongues and English and French have an important impact on the relative intensities of use of the two Canadian official languages at work. I further investigate the role of the languages used at work on the earnings of immigrants by estimating earnings functions. I find that the use of both French and English are remunerated in the labour market, but that using English at work has a larger impact on earnings. The second essay, entitled "Labour Shortages and Immigration: The Case of the Agriculture Sector", examines the role played by immigration in filling labour shortages in rural areas. Reliable access to labour is an ongoing key concern for many employers, in particular for those in regions. As an attempt to help mitigate the effects of labour shortage on the labour market, immigration has always been deployed as a key strategy, but most immigrants are concentrated in large cities. Immigration programs that try to modify the regional distribution of immigrants by attracting and retaining immigrants to rural areas all have in common that they try to fill labour shortages in those regions. A sector that represents an interesting case in point, in the dual context of attracting and retaining immigrants in rural areas and in filling a labour shortage, is the agriculture sector. I use a novel longitudinal micro-database for the years 2001-2013 from the Canadian Employer-Employee Dynamic Database (CEEDD) to identify the factors that have an impact on the recruitment and retention of Canadian and immigrant workers in this sector. In particular, in response to the efforts to explore permanent residence pathways, whether or not former temporary foreign workers (TFW) with Canadian experience are most likely to stay in the sector after entering remains a key question for policy makers that I investigate. The third essay, "Immigrant Assimilation in a Multicultural and Multilingual Context", expands on the work of the first essay by looking at languages used at home. I investigate whether linguistic distance between an immigrant's mother tongue and a Canadian official language (English or French) has an impact on his/her assimilation to the host country's official languages. Using microdata drawn from the master files of the 2001, 2006 and 2016 Canadian censuses and the 2011 National Household Survey, I investigate the relationship between linguistic distance and the intensity of use of English and French at home for immigrants in the Montreal metropolitan area. I find that linguistic distances between immigrants' mother tongues and English and French have an important impact on the relative intensities of use of the two Canadian official languages at home. I further investigate the role of spousal characteristics and other variables on the assimilation of immigrants. The results suggest that the home environment is an important factor contributing to the linguistic assimilation of immigrants. Individuals exposed to an official language at home with their spouse have significantly higher rates of assimilation.

Book excerpt: This paper investigates immigrant assimilation in Canada; specifically the impact English language proficiency has on wage differentials between adult male immigrants and native workers. Using 1991, 1996 and 2001 Canada Census reports, the analysis employs separate cross-sectional regression, as well as quasi-panel regression. Findings are consistent with the hypothesis that greater English proficiency enhances earnings in the Canadian labour market. It further supports that immigrants at different English skill levels experience varied economic assimilation into the labour market. Most immigrants face wage disparities due to limited access to jobs. Such limited access to Canadian employment can be attributed to primarily poor English skills, as well as immigration status. Finally, English language proficiency and return to post-migration experience, or education appear to be substitutes, that is, those with greater proficiency in English have a smaller effect of time spent in Canada on earnings, but not for those without any English knowledge.

The first main finding is that lack of fluency in spoken English is rare among native- born Americans. In 1990, 98.4 % of natives aged 18 to 64 reported to the U.S. in large numbers during the past 30 years, such as Hispanics and East Asians a substantial fraction were not fluent when they entered grade school, but at most 3-5% of teenagers and adults in these groups reported speaking English poorly or not at all. Second the vast majority of immigrants speak English well. In 1990, only 1/4 of immigrants reported speaking English poorly or not at all, though more than 1/2 of Mexicans and 1/3 of immigrants from other non- English speaking western hemisphere countries could not speak proper English. Although English skills improve with length of residence, after 30 or more years in the U.S. over 1/4 of Mexican immigrants spoke English poorly or not at all. Third, since the 1950s there has been a trend decrease in the probability of fluency (speaking only English or speaking it very well) among new immigrants of about 0.1 % per year, caused by the shift from European immigrants with strong English skills to Latin American and East Asian immigrants who arrive speaking less English. Overall, women are slightly more likely to be fluent than men, especially East Asian and European women. Even after controlling for differences in education, years since arrival and other factors, large differences in English skills by region of origin remain. These differences seem to be more associated with geographic distance from the U.S. than with the source country's per capita income or linguistic distance from English
