Book excerpt: This publication summarizes issues relating to the education of homeless children and youth and reviews programs that are effective in the delivery of educational services to this population. The report is comprised of five sections. The first section, "Introduction," surveys factors contributing to homelessness and indicates the special needs of young people who are homeless. The second section, "Problems in Educating Homeless Children and Youth," examines the following situations: (1) legal barriers, including residency requirements and guardianship requirements; (2) financial constraints, including family-related financial problems and school-related financial problems; (3) institutional impediments, including lack of records, placement in inappropriate programs, lack of coordination, and educational performance problems; and (4) social and psychological concerns, including stress, social acceptance, and self-esteem. The third section, "Federal Legislation for the Homeless," describes provisions of the Stewart B. McKinney Homeless Assistance Act for homeless education. The fourth section, "Programs that Work," describes transitional programs in Tacoma (Washington), Salt Lake City (Utah), and San Diego (California), and mainstreamed programs in Venice (California), and New York City. The fifth section, "Breaking the Cycle of Homelessness," restates the need for more innovative educational programs along with economic, domestic, and other changes. This book focuses on (1) "Issues of Homelessness and Education: Causes, Consequences and Definitions"; (2) "State, Local and Federal Responsibilities Regarding Access to Education: Removing Barriers to Enrollment, Attendance and Success"; (3) "School Responsibilities and Implementation Strategies" (stability and school selection, discrimination and segregation, and identification of and outreach to families and youth experiencing homelessness); (4) "Supporting Academic Achievement: Title I, Part A Requirements"; and (5) "You Are Not Alone! Resources for Understanding and Implementing the McKinney-Vento Act." McKinney Homeless Assistance Act instructs states to ensure that homeless students have equal access to the same free and appropriate public education as nonhomeless students. It provides local educational authorities increased flexibility to use funds, specify the rights of homeless preschoolers, give parents of homeless children and youth a greater voice in their children's school placement, and require educational authorities to coordinate with housing authorities. Researchers surveyed all state coordinators of education of homeless children and youth and visited school districts that did and did not receive McKinney grants. Data on four areas of state and local activity are provided: ( 1 ) 'changes in education and services to homeless children and youth under the reauthorized Act; (2) services and activities of the state Office of the Coordinator of Education of Homeless Children and Youth; (3) the McKinney Act subgrant award process, and how local education agencies with McKinney subgrants supplement services available to homeless children and youth and remove barriers to their school enrollment and success; and (4) establishment of programs and policies for homeless students in local education agencies. Recommendations of state coordinators and policy implications are included.

Book excerpt: Each year, over 1.2 million children and youth identified as homeless in the nation's schools experience educational disruption that is caused by not having a safe and stable place to live (NCHE, 2014). Homeless children and youth face educational challenges that include a lack of basic necessities, such as food, clothing, and medical services; discontinuity of education due to mobility; and trauma caused by the chaos, poverty, and instability of their family's circumstances, or in the case of unaccompanied homeless youth, their own circumstances. Many homeless children and youth have disabilities that create additional challenges for educational progress. The National Center on Family Homelessness reported that children who are homeless, as compared to other children, have three times the rate of emotional and behavioral problems, are four times more likely to show delayed development, and have twice the rate of learning disabilities (NCFH, 2008). Educational barriers homeless children and youth with disabilities face include: (1) not being identified as needing special education services; (2) difficulty with diagnosis due to mobility and other stressors; (3) lack of timely assessment, diagnosis, or service provision; (4) lack of continuity of services due to school transfers; (5) lack of timely or efficient records transfer when enrolling in a new school; and (6) lack of an available parent or surrogate to represent the child or unaccompanied youth. Two federal laws increase the educational stability and support needed to help homeless children and youth with disabilities succeed in school: "Subtitle VII-B of the McKinney-Vento Homeless Assistance Act" [42 U.S.C. ʹʹ 11431-11435], reauthorized in 2001 by Title X, Part C of the No Child Left Behind Act and the Individuals with Disabilities Education Act of 2004 [20 U.S.C. ʹʹ 1400-1444] (IDEA). This brief reviews the requirements of the McKinney-Vento Act and IDEA so that educators and administrators in education for homeless children and youth (EHCY) programs and special education programs can increase their familiarity with both laws in order to coordinate efforts to improve the educational access and success of homeless children and youth with disabilities. In addition, the brief summarizes specific amendments and implementing regulations in IDEA that address the needs of homeless and highly mobile children and youth with disabilities.

Researchers interviewed state coordinators of homeless education by telephone and visited the six districts to gather information about their programs. This report discusses educating homeless children and youth (the challenges this study addresses and the McKinney-Vento Homeless Assistance Act); roles and responsibilities of state coordinators (e.g., raise awareness, disseminate information, and evaluate effectiveness); and promising practices from other state-level players, districts, and schools (e.g., awareness raising, immediate enrollment, transportation, and outreach). Four appendices present promising practices highlights, organizations and advocacy groups, recent publications, and questions and answers on the education of homeless children and youth.
