The Education Act of 1918 which Mr Fisher with great skill has just piloted through Parliament will stand with that of 1870 as a great landmark in educational history. Situated at the extreme end of the County of Cheshire and occupying the North Eastern portion of the Wirral Peninsula it is triangular in shape, being bounded on the east by the Estuary of the Mersey which divides it from Bootle and Liverpool, and on the North by the Irish Sea, while on the South and West it is divided from the County Borough of Birkenhead by a line of docks, which to all intents and purposes make the Borough an island. This fact will be found to be material when we con sider its educational needs it is self-contained there are practically no children in any of its Schools (elementary or Secondary) who reside outside the Borough, and as this is always likely to be the case it is appropriate that the Local Education Authority should have full responsibility for the administration of all forms of education within its area, It is a popular seaside place and very largely a residential area, with an exceptional record as a health resort, its death rate being almost the lowest of any of the large towns in the Kingdom. The matter was left entirely to the action of private individuals, or of societies or associations voluntarily established for its promotion. There was no legal assertion or legal enactment that it was the duty of parents to send their children to school, and no penalties existed if parents neglected their interests or their duties in this vital subject. Early in the present century the British and Foreign School Society and the National Society for Promoting the Education of the Poor in the Principles of the Church of England came into existence for the purpose of providing elementary schools for the children of the industrial classes. Their funds were obtained by the voluntary offer ings of persons who believed that the education, religious and secular, of the poor was of vital importance to the State. By their efforts large sums 'of money were annually collected and spent in erecting and maintaining schools. In 1833 the Treasury was empowered by Parliament to distribute the sum of amongst these two societies towards the establishment of schools, and this sum was yearly voted until the formation of the Committee of Council in 1839. Of the Education Act, 1918The Area Of the Bedfordshire Education Authority consists of the Administrative County of Bedford, containing acres with a population (census 1911) of (now estimated to have increased to being 364 to the square mile. Though the smallest County in England, with the exception of Rutland, Hunts, and Middlesex, this population per square mile is equal to, or exceeds that of many counties of larger area. There are no County Boroughs, and therefore the County Education Authority is responsible for Education other than Elementary throughout the County. There are, however, two large Municipal Boroughs, Bedford and Luton, with a population (census 1911) Of and respectively (now estimated at and both of which are autonomous areas for Part III. Of the Educa tion Act, 1902. The other Urban areas are the Borough of Dunstable and the Urban Districts Of Ampthill, Biggleswade, Kempston, and Leighton Buzzard. With the exception however of Kempston, which is practically a suburb of Bedford, none of these districts can be regarded as exclusively urban in character. Adjoining the Borough Of Luton there are certain villages, the inhabitants Of which are mostly engaged in the Luton industries, and in consequence of the recent establishment of aircraft works at Henlow and Cardington, a large population of an urban character exists in these localities. Apart from this, the County is mainly agricultural. In the northern and central parts, comprising the basin Of the Ouse, the soil 18 mostly clay Of a more or less heavy character, the farm holdings are large, and are mainly devoted to the growth of cereals. Permanent pasture occupies about a quarter of the area. Since the war the tendency to lay further land down to grass has been checked, and some additional acres have been brought under the plough. Throughout this area the villages as a rule are small and scattered. To the south Of the Ouse valley a long belt of lighter land extends from Potton at the north-east to Woburn at the south west, which, in many parts, especially on the eastern side, is extremely fertile and well adapted to market gardening, especially in the valley of the Ivel and its tributaries. Potton, Sandy, Biggleswade, and further west, Shefiord and Flitwick, are the principal centres Of this industry. It is increasingly difficult to secure substitutes of any train ing, even for the long-time absences. I again express my belief that we should work to place ourselves in such a position that we can grant to teachers an annual sick leave during the school year of not exceeding 10 days, and that a reduction from the teacher's pay larger than the present scale shall be made for any absence over 10 days. We should then establish a force of substitutes, fully qualified as regular teachers, and on the regular pay roll, who should serve during the absence of classroom teachers, and who could act as coaching teachers when their services are not required for substitute work.
