Book Civil Reserve Air Fleet Enhancement Program

Download or read book Civil Reserve Air Fleet Enhancement Program written by William S. Wales and published by . This book was released on 1998-03-01 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: During the 1970s and 1980s, there existed a gap between the strategic mobility requirement and the nation's cargo assets to meet this requirement. Consequently, the Military Airlift Command developed and implemented the Civil Reserve Air Fleet Enhancement Program (CEP) to bridge this gap. Civilian airlines were given monetary and other incentives to modify their existing wide- body passenger aircraft enabling them to carry military-sized cargo in the event of military necessity. This study examines the National Defense Airlift System, the concept behind the CEP's development and reasons for its failure. It also discusses whether the current military, Congressional, and airline environments are conducive to a revitalization of the CEP. It was determined that the current environments do not favor a re-birth of the CEP. However, if a CEP were deemed necessary to meet a potential gap in the strategic mobility requirement, actions could be taken by AMC, Congress, and the airlines to aid its success. Some of these actions are: developing adequate incentives enticing airline participation, ensuring even distribution of enhanced aircraft among CEP participants, investigating use of medium-sized aircraft, investigating benefits of placing financial liens on enhanced aircraft, and reducing CRAF activation concerns among participants.

Download or read book Impact of Foreign Ownership on the Civil Reserve Air Fleet written by Donald. M. Schauber and published by . This book was released on 2008 with total page 27 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Since the beginning of manned flight, the movement of men and equipment by air has been critical to our nation's national security. This realization led to the establishment of the Civil Reserve Air Fleet (CRAF) in 1951 to augment the nation's military airlift fleet in times of national emergency. In the fifty-six years following its inception, CRAF has proven itself numerous times as a critical enabler to our military strategy. Recent changes within the military and trends towards a globalized economy have the Department of Defense (DOD) and U.S. airlines on diverging paths. The purpose of this paper is to examine these changes and their possible impact on our national security. Following a basic overview outlining CRAF and its criticality, the paper will examine the conflict of interest between our national economy and our national security regarding the push to liberalize airline ownership and control. The paper will conclude by examining some possible options and recommendations that may help address the concerns so as to ensure the CRAF program remains a viable and integral part of our military capability."--Abstract from web site.

Book Sustaining the Civil Reserve Air Fleet CRAF Program

Download or read book Sustaining the Civil Reserve Air Fleet CRAF Program written by and published by . This book was released on 2003 with total page 280 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report describes four broad initiatives needed for managing and employing the Civil Reserve Air Fleet (CRAF) over the next decade. CRAF airlines have provided essential support to the US military since the Korean War. Today, CRAF airlines are supporting Operation Iraqi Freedom, and are committing nearly double the amount of commercial aircraft required by DoD for its most demanding war plans. Over the coming decade, the Defense Department's management and employment of CRAF will need to adapt to meet a number of significant challenges. The airline industry is facing unprecedented financial losses, and will undergo significant restructuring; at the same time, developments in the global security environment, as well as the Department's aircraft purchases and transformational initiatives, will reshape their employment of the fleet. But, if DoD takes the appropriate steps, it can continue to rely on adequate support from US airlines for military operations through the remainder of this decade, and beyond.

Book Maintaining the Civil Reserve Air Fleet

Download or read book Maintaining the Civil Reserve Air Fleet written by and published by . This book was released on 2000 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: Strategic airlift is vital to meeting the National Security Strategy of protecting the nation's interests throughout the globe. With a decreasing defense budget, the CRAF program is a proven method to provide DoD a relatively inexpensive way to maintain a large airlift capability. This paper investigates and analyzes the thesis that the shift in global business practices and a robust economy, combined with CRAF activation concerns, endangers the future of the CRAF program. Section One begins with a historical overview and current status of the CRAF program. Section Two analyzes two core problems (decreased financial reliance upon DoD and increased likelihood of CRAF activation) generated within the civil air carrier industry and military by recent shifts in both the economic and political environment. Section Three provides recommendations to counter these problems and improve the relationship between DoD and civil air carriers. Finally, Section Four examines areas requiring future study that may potentially prove instrumental in addressing the future of CRAF.

Book excerpt: The Civil Reserve Air Fleet (CRAF) supports Department of Defense (DOD) airlift requirements in emergencies when the need for airlift exceeds the capability of the military aircraft fleet. All CRAF participants must be U.S. carriers fully certified by the Federal Aviation Administration, and meet the stringent standards of Federal Aviation Regulations pertaining to commercial airlines (Part 121). The CRAF has three main segments: international, national, and aeromedical evacuation. The international segment is further divided into the long-range and short-range sections and the national segment into the domestic and Alaskan sections. Assignment of aircraft to a segment depends on the nature of the requirement and the performance characteristics needed. The commercial airlines contractually pledge aircraft to the various segments of CRAF, ready for activation when needed. To provide incentives for civil carriers to commit aircraft to the CRAF program and to assure the United States of adequate airlift reserves, the government makes peacetime airlift business available to civilian airlines that obligate aircraft to the CRAF. DOD offers business through the International Airlift Services. CRAF presents benefits and opportunities for both DOD and U.S. airlines. By all accounts it appears to be a symbiotic relationship. Yet, as circumstances change, pressures and diverging interests may emerge that could bring changes to CRAF. A number of factors may be considered when examining the future size, character and role of CRAF. These factors include cost, other potential government / commercial arrangements, potential change in DOD requirement for CRAF, and industrial base or financial assistance to U.S. air carriers. This report will be updated as events warrant.

Book excerpt: The Civil Reserve Air Fleet (CRAF) was created in 1951 to augment a military air fleet that did not have the capability to move the volume of personnel and equipment needed in an airlift emergency. In today's new world order, CRAF is still important to the U.S. for power projection to regional crises. Is CRAF ready to meet the demands of our new strategic environment? Even though CRAF was not activated until Desert Shield and Desert Storm, there have been several changes to the original structure in an effort to entice carrier participation in this voluntary program. CRAF was key to the successful deployment in Desert Shield but there were problems discovered with its activation. The military and industry have been working together since then to introduce new incentives to ease the burden for carriers and maintain CRAF's viability in the future. The number of carriers currently participating in program affirm the value of their efforts. In the volatile world environment, however, there are several changes that can still be made to make the CRAF even stronger, most importantly, the inclusion of logisticians in the early stages of the planning process. As the military and industry continue to strive to improve the program, CRAF is more than capable of contributing to increasing demands of our new strategic environment well into the future.
