The annual cost of federal regulations in the U.S. increased to more than $1.75 trillion in 2008. Had every U.S. household paid an equal share of the federal regulatory burden, each would have owed $15,586 in 2008. While all citizens and businesses pay some portion of these costs, the distribution of the burden of regulations is quite uneven. The portion of regulatory costs that falls initially on businesses was $8,086 per employee in 2008. Small businesses, defined as firms employing fewer than 20 employees, bear the largest burden of federal regulations. This report shows that as of 2008, small businesses face an annual regulatory cost of $10,585 per employee, which is 36% higher than the regulatory cost facing large firms (500+ employees). Ill.

They typically provide half of all jobs. In addition, they foster entrepreneurship and help key sectors adapt to changing market conditions. In light of these benefits, programs promoting small firms have become a cornerstone of economic development policy. Increasingly, however, scholars and policymakers are also exploring the link between small firms and the environment. The first compendium of research and policy analysis on this topic, this book is organized around three questions: How important is small firm pollution? Will forcing small firms to comply with environmental regulations exacerbate unemployment and poverty? And what policy options are available to control small firm pollution? Eleven case studies from China, Ecuador, Honduras, India, Malaysia, and Mexico address these questions. They compare the environmental damages caused by small firms and large ones. They explore the positive and negative economic consequences of pollution control strategies focusing on small firms, the administrative challenges of regulating thousands of firms which are often unregistered and unknown to the government, and they describe innovative approaches for persuading small firms to implement effective pollution controls. The case studies cover a variety of industrial sectors including ceramics, leather tanning, textiles, and agro-industry, and evaluate a wide range of environmental management strategies that include encouraging collective action among small firms, creating economic incentives for pollution control, and helping small firms adopt clean technologies and environmental management systems. Many of the chapters are groundbreaking, addressing topics new to the literature?for example, the role of international trade in greening small firms, and funding small firm pollution control projects by linking them to efforts to stem global warming. Such differences might be expected because of statutory, enforcement, and/or compliance asymmetries. Here, we consider the net effect of these three asymmetries, by estimating the relationship between plant size and pollution abatement expenditures, using establishment-level data on U.S. manufacturers from the Census Bureau's Pollution Abatement Costs and Expenditures (PACE) surveys of 1974-1982, 1984-1986, 1988-1994, 1999, and 2005, combined with data from the Annual Survey of Manufactures and Census of Manufactures. We model establishments' PAOC intensity - that is, their pollution abatement operating costs per unit of economic activity - as a function of establishment size, industry, and year. Our results show that PAOC intensity increases with establishment size. We also find that larger firms spend more per unit of output than do smaller firms.

Book excerpt: Combining the public choice literature on political decision making with the Neo-Schumpeterian literature on innovation, this valuable new book develops a conceptual model of how environmental regulation is designed. The author presents a novel perspective on the Porter Hypothesis, arguing that the effect of environmental regulation is too weak to induce technological change. This implies that environmental policy intervention has little, if any, economic consequences which has significant repercussions for environmental decision-making. Since radical technological advance is unpredictable, this implies that environmental regulation induces, at the very most, incremental improvements of existing designs. Moreover, due to the high political costs of disrupting existing industry structures, regulation objectives are often adjusted or the compliance costs reduced through subsidies. Due to this limited inducement effect, the author finds that environmental regulation does not produce outcomes consistent with the Porter Hypothesis, nor does it have any palpable negative economic impact.
