Book excerpt: Ranging from the Hawaiian Archipelago to the Aleutian Islands, from Silicon Valley to Guam, Pathways to the Present is a thoroughly researched and concisely argued account of economic and environmental change in the postwar "American" Pacific. Following a brief survey of the history of the Pacific, the author takes the Hawaiian Islands as the center of American activities in the region and looks at interactions among native Hawaiian, developmental, military, and environmental issues in the archipelago after World War II. He then turns to land- and water-use problems that have intersected with more nebulous quality-of-life concerns to generate policy controversies in the Seattle region and the San Francisco Bay area, especially Silicon Valley. Economic expansion and environmentalism in Alaska are examined through the lens of changes occurring along the Aleutians. From there the study considers Hiroshima after its destruction by the atomic bomb in 1945, looking at residents’ desire to combine urban-planning concepts. The author investigates the effort to remake Hiroshima as a high-tech city in the 1990s, an attempt inspired by the perceived success of Silicon Valley, and postwar planning on Okinawa, where American influences were particularly strong. The final chapter takes into account issues raised on Guam regarding the growth of tourism and the use of the island for military purposes and links these to developments in the Philippines to the west and American Sâmoa to the south.

This question is taken up in the introductory chapter of this volume, which sets out four periods of modern Pacific history: a silver period, 1570s-1750; a period of early integration, 1750-1850; a gold period, 1850-c.1900; and a period of imperial strategies after the gold rushes. The next chapter looks at the fur trade of the Pacific coast of America, and its dependence on markets in China and Russia, followed by a set which focus on the era of the gold rushes, in California, Australia and New Zealand, when the pace of Pacific integration grew rapidly and new markets opened across the ocean. The last chapters examine aspects of the subsequent evolution of the Pacific Ocean into an 'American lake', looking in particular at the interlocking of politics and migration.

Book excerpt: Annotation Like its predecessor, this important new work is focused on the connection between trade and investment on the one hand and U.S. foreign policy on the other. David Pletcher describes the trade of the United States with the Far East, the islands of the Pacific, and the northwest coast of North America from 1784 (the year of the first American trading expedition to China) to 1844 (the year of the first trade treaty with China, followed immediately by the U.S. acquisition of Oregon and California). He then traces the growth of trade and investment in Alaska, Hawaii, and the South Pacific from 1844 to 1890 and proceeds to do the same for China, Japan, and Korea. In the ensuing chapters, Pletcher covers the 1890s, including the annexation of Hawaii, the Sino-Japanese War, the acquisition of the Philippines, and the Open Door policy in China. He concludes that the American expansion across the Pacific and into the Far East was not a deliberate, consistent drive for economic hegemony but a halting, experimental, improvised movement, carried out against determined opposition and indifference and dotted with setbacks and failures. Providing his own judgments about the wisdom and effectiveness of America's new endeavors, Pletcher summarizes the problems and handicaps involved, demonstrating that errors of the twentieth century were at least partly the result of poor preparation in the 1880s and 1890s.
