INDEPENDENT MOVEMENT FOR A CANAL. It would be difficult to say precisely where or when the Chesapeake and Ohio Canal project had its origin. The Board of Public Works of Virginia, soon after its creation by Act of Assembly in 1816, had suggested that a connection might be effected between the waters of the Potomac and those of the Ohio "by a navigable canal." 1 There was no response to this suggestion, but in 1819 the board received an application from the Potomac Company for an examination with a view to decide upon the best policy to be adopted for the future in order to give full effect to the purposes of that company's charter.2 As a result of this appeal, the General Assembly of Virginia passed a resolution, January 8, 1820, requesting the Board of Public Works to inquire into the expediency of directing the principal engineer to examine the waters of the Potomac, above the upper line of the District of Columbia, with a view to ascertain and report upon the most efficient means of im 1 House Report No. 90, 19th Congress, 2d Session, 2. 2 The Potomac Company was chartered by Virginia in 1784; the charter was confirmed by Maryland in 1785, and in the same year George Washington was chosen president. The company at once engaged in a determined and persistent effort to render navigable the channel of the Potomac River. The effort was only partially successful. Only one dividend was ever paid ($3000, in 1811), and by 1819 the company had expended every dollar of its stock, its entire income for thirty-five years, besides creating a debt of $100,000, while the condition of the River channel was still so obstructed that the income from tolls was not sufficient to meet operating expenses. The skirting canals the company constructed around the Great Falls rapids at Harpers Ferry, Seneca, and Little Falls made the Potomac's rushing waters navigable. The Chesapeake and Ohio Canal Company was chartered by Maryland, Virginia, and Pennsylvania in 1828 to build a truly useful canal through to the Ohio Valley. President John Quincy Adams turned the first spadeful of dirt on Independence Day of 1828 for what was hailed as the "Great National Project" to connect Georgetown to Pittsburgh, Pennsylvania. The canal created an entire community of people and a way of life different from any other. At the height of operations, over 500 boats plied the 184.5 miles of the canal's waters. After many financial difficulties, competition from railroads, and the devastating effects of the Civil War as well as a flood, the canal went into receivership and was closed in 1924. In 1954, Supreme Court Justice William O. Douglas brought attention back to the canal with a fight to preserve the natural beauty for local residents. Today, the canal-listed as a National Historical Park-provides thousands with recreational opportunities, scenic nature trails, and gorgeous views.

In the mid-1970s, National Park Service historian Harlan D. Unrau produced a major, handwritten, multi-volume study of the history, engineering, operation, maintenance, and other aspects of the Chesapeake & Ohio canal. A rough, unedited typed version was produced in the early 1980s for general use by park staff. In 2006, C&O Canal NHP volunteers began the task of transcribing the Unrau work into MS Word.The work represents an early compilation of the canal's history and engineering that has never been surpassed and will be of incalculable value to researchers and those who simply desire to know more about this unique historic treasure. It should be noted that the original work was developed as sixteen chapters organized in several volumes. The first four chapters are not included here and have not yet been transcribed. For the most part those early chapters contain information on the general state of canal building and engineering in the early 19th century, and background history- although there is also a section on certain C&O structures and engineering problems. Overall, however, the information is less specific to the C&O in chapters one through four than that in chapters five through sixteen treated as separate monographs in this volume.
