The strategic planning process validated, through stakeholder interviews, ManTech's continued relevance in the coming years and squarely placed ManTech in the critical role of delivering affordability for defense acquisition and sustainment. This plan reinvigorates ManTech's central role within the DoD technology transition process with a renewed emphasis on the ManTech Vision and a formal statement of the ManTech Mission. These are then translated into four Strategic Thrusts and nine Enabling Goals to provide guidance and perspective for the Program.

Through these institutes, the DoD is committed to domestically designing and manufacturing the most innovative defense systems. Intended as intensely collaborative applied research and development endeavors among government, industry, and academia, the institutes are envisioned to become lasting, self-sustaining national assets. A long-term strategy is needed to achieve this goal. The National Academies of Sciences, Engineering, and Medicine recently convened a workshop to discuss the long-term sustainability of the Manufacturing USA Institutes. Participants explored different perspectives across multiple disciplines, discussed public-private partnership models, and considered international programs in advanced manufacturing to inform their recommendations regarding the future of the institutes. This publication summarizes the presentations and discussions from the workshop.

Long lead times to procure weapon systems, high costs, uncertain quality, and dependence on procurement of electronic components from other countries are symptoms of a decline in the capability of the U.S. defense industrial base. A primary cause of this decline is the failure of the Department of Defense (DOD) and its contractors in the U.S. defense industry to invest sufficiently in manufacturing technology. The lack of investment reflects DOD's history of concentrating its resources and attention on product technology rather than process technology. As we described in our initial report, The Role of the Department of Defense in Supporting Manufacturing Technology Development, existing procurement policies and regulations do not provide sufficient investment incentives to contractors. Therefore, direct funding for some manufacturing technology development will have to be provided by DOD.

Book excerpt: To effectively mature and transition DoD manufacturing science and technology advances into production, DoD must have access to a robust and responsive U.S. industrial base which is often driven by advanced manufacturing technologies. The Manufacturing USA institutes are considered crucial and game-changing catalysts that are bringing together innovative ecosystems in various technology and market sectors critical to DoD and the nation. Since 2012, DoD has invested $600 million directly in its Manufacturing USA institutes with the understanding that the initial federal investment included (1) core funding and (2) one-time, start-up funding to establish the institutes within a period of 5 to 7 years. As the institutes now begin to reach year five, DoD is evaluating the effectiveness of the institutes in fulfilling their goals and the best on-going roles for the federal government, including on-going funding options, to ensure optimal benefit to U.S. competitiveness. This report reviews the role of DoD's investment to date in establishing its eight institutes as publicâ€"private partnerships and its engagement with each institute after it has matured beyond the start-up period.

Book excerpt: The objective of the Department of Defense's (DOD) Manufacturing Technology Program is to develop or improve manufacturing processes, techniques, materials, and equipment to provide timely, reliable, and economical production of defense materiel. The Manufacturing Technology Program has the potential for reducing costs of producing defense systems by applying new or improved technologies. Much needs to be done to determine systematically what benefits are achieved from the annual expenditure of program funds. The Manufacturing Technology Program has weak controls. Managers were not aware of how well the program was working and lacked specific information on program benefits or results. DOD criteria for funding projects were broadly and generally interpreted and did not focus specifically on the program's primary goals. DOD did not have a consistent project ranking system applicable to all services to assure that funds were allocated only to the most beneficial projects. DOD was unable to readily provide basic program data on completed projects and projects implemented into production. The implementing instructions of the Army, Navy, and Air Force contained many procedures and requirements that were neither complied with nor enforced. DOD had not developed a system to periodically evaluate the program's effectiveness. There have been many completed Manufacturing Technology projects that have never been implemented, yet very little had been done to actively promote, track, or document the implementation of project results into defense contracts.

This report is in response to Public Law 109-163 (January 6, 2006), Subtitle D, High-Performance Defense Manufacturing Technology Research and Development (R & D), Sections 241 through 245 to help support the defense manufacturing base. DoD ManTech is unique in its potential reach. The Program invests in manufacturing research and development projects that develop capabilities to solve production challenges in weapons system development and sustainment. The Program positively impacts the defense manufacturing base by its close coordination with a wide range of stakeholders - industry, technology developers, military systems developers, logistics personnel, the sustainment community, and the acquisition work force. This report includes three main sections, as summarized below - FY06 R & D actions taken by the Services and Agencies, implementation of actions within the defense manufacturing base, and recommendations for additional future actions.

The institutes are considered by DoD to be important facilitators that bring together innovative ecosystems in key technology and market sectors in the United States. DoD MIIs are industry-led public private partnerships, with dual, public and private benefit, providing large commercial market potential while also meeting key U.S. defense industrial needs. The mission of the nine DoD-established institutes addresses both defense and commercial manufacturing needs within specific, defense-relevant technology areas. DoD Engagement with Its Manufacturing Innovation Institutes Phase 2 Study provides strategic guidance on protocols for conducting long term engagement assessments of the MIIs including evaluation metrics; best practices for MII education and workforce development programs; and development of strategies for better connecting MIIs to the broader DoD community and to other federal agencies. An interim report focused on the MII assessment protocol topic was published in April 2021 and is also included in this report, in appendixes C and D. This final report provides findings and recommendations relevant to education and workforce development best practices and DoD and other federal agency engagement strategies.

This Defense Science Board (DSB) Summer Study Task Force reviewed these prior studies and concluded that, by and large, the recommendations have ben implemented. Rather than adding to the list of 'what to do' recommendations, this Task Force concentrated on recommending 'how-to-implement' change. This is a departure from the typical technical recommendations, but the Task Force believes this 'how to' focus is urgently needed at this juncture.
