Book excerpt: Military computers are currently employed in defense systems to perform a wide range of functions in the areas of weapon control, command and control, communications, intelligence analysis, navigation, surveillance, target acquisition, sensors, electronic warfare, and combat support services. Over the years, the number of types of computers used in such systems has increased. This proliferation has become a serious problem in that it increases the cost of software development and support, maintenance, training, and the supply pipeline. Further, it impedes competition for technology upgrades and reduces overall battlefield survivability. Recognition by the Department of Defense and the military services of the need to curtail proliferation has resulted in efforts to standardize at various levels: high-order language and its software environment, instruction-set architecture (ISA), and hardware. With regard to the first level, the services are working together to standardize the Ada language. At the second level, the Navy has standardized on the ISA's of the AN/UYK-43 and AN/UYK-44. The Air Force has standardized on the MIL-STD-1750 ISA and both the Army and the Air Force have standardized on the MIL-STD-1862 (Nebula) ISA. Computer hardware standardization, due to different needs, has not extended across service lines. (Author).

Book excerpt: GAO was asked to: (1) evaluate the ongoing efforts of the military services to standardize their computers; (2) determine whether it is more cost effective to standardize the software using a high-level language, Ada; (3) determine whether the Department of Defense (DOD) should rely on the computer industry to provide the stimulus for computer innovations; and (4) determine what possible rationale exists for DOD not moving rapidly to implement Ada. GAO found that implementing DOD Instruction 5000.5X hinders the agency's ability to use current and anticipated advances in software and related hardware technology. GAO believes that DOD can accomplish its objectives more effectively by using these advances, which would be available by adopting Ada as the standard language for military computers. In two previous reports, GAO was critical of the services' commitment to unique military computers. GAO stated that the following conditions still exist: (1) the three services' continuing military computer efforts, the Navy AN/UYK-43/44 military computer program, the Army MCF, and the Air Force 1750A military computer programs are, in effect, implementations of Instruction 5000.5X; (2) eliminating DOD-owned military computer hardware architectures would encourage competition from a significant portion of the computer industry and, in addition, DOD would not be duplicating the commercial investment in computer technology advances; and (3) the use of Ada could alleviate DOD software problems and, at the same time, permit DOD to capitalize on hardware architectural advances.

Book excerpt: Acting on a congressional request, GAO reviewed Department of Defense (DOD) plans to implement proposed DOD Instruction 5000.5X, a plan to curtail high costs resulting from support costs in the field. The proposed instruction would limit the number of architectures used for computer hardware and software design and development and would require ownership of standard architectures for military-embedded computers. Evaluation of the proposed instruction raised some serious issues that challenged its validity in the timeframe of the 1980's. Some of the more salient points for consideration were that: (1) aggressive pursuit of a standard high-order language could alleviate the software proliferation problem; (2) recent advances in computer technology have reduced the need for extensive support; (3) improved competition using militarized versions of commercial computers will open up competition to many firms that would not bid on specifications with DOD-owned architectures; (4) DOD ownership of architectures would seriously inhibit competition and therefore DOD would run the risk of getting locked into obsolete architectures; (5) architecture standardization would inhibit the efficient utilization of the new DOD programming language Ada and it will not be able to fully capitalize on the anticipated software cost savings Ada was designed to yield. GAO concluded that DOD could accomplish its objectives more effectively through exploitation of advances made with high-order language standardization and related hardware technology. Implementation of Instruction 5000.5X would preclude the DOD ability to make use of current and anticipated advances in software and related hardware technology.
