Book excerpt: We use Census data to investigate the sources of the decline in the level of employment of working age males in Australia in recent decades. Alternative measures of the male employment rate are considered before settling on two complementary measures: the full-time employment rate and the full-time equivalent employment rate. The latter measure weights part-time jobs according to the fraction of a full-time job they represent. Models of the determinants of these two employment rates are estimated using data from the Censuses conducted between 1971 and 2001. We construct a pseudo panel by 'stacking' the seven Census data sets (Deaton, 1997; Kapteyn, et)al., 2005). This facilitates the tracing of birth cohorts over time, in turn making it possible to control for cohort unobserved heterogeneity that may bias cross-sectional estimates of effects of other characteristics, in particular age and year/time period. We produce evidence that a number of factors have contributed to the decline in male employment, including the decline in couple households with dependent children, growth in income taxes and welfare replacement rates and changes in the structure of labour demand away from traditionally male-dominated industries. We also find that, all else (observable) constant, more recent birth cohorts have no lower - and possibly higher - employment rates than earlier birth cohorts.

Our analysis shows that the self-employment rate has declined in Australia because older workers, especially older female workers, remain longer in paid employment. We show that although the self-employment rate of older workers remains higher than that of younger workers, the gap has decreased. We argue that there is evidence that industry and institutional changes may have contributed to an increase in the labour force participation of older women and may explain why the decline of self-employment has been particularly pronounced for this group.

Using Census data for 1996 and 2006, this paper explores how occupational sex segregation -- a concept traditionally used to explain female employment outcomes -- has shaped low skilled men?s employment opportunities in Australia. The empirical evidence shows that employment for workers with limited levels of educational attainment has expanded most rapidly in occupations that are female-dominated. Men are not increasing their share of employment in these occupations. This evidence supports the argument that sex segregation in employment opportunities has contributed to men's withdrawal from the labour force. The paper concludes by discussing the relative usefulness of occupational sex segregation as a theoretical framework for understanding low skilled men?s labour market situation.

Book excerpt: The Productivity Commission Staff Working Paper, 'Men not at Work: An Analysis of Men Outside the Workforce' (by Ralph Lattimore), was released in January 2007. This paper analyses the characteristics of adult men outside the labour force in Australia. The paper finds that, in contrast to women, the rates at which men are disengaged from the labour force have increased fourfold over the past century, rising especially rapidly over the last 50 years. There are many drivers of this transformation of the Australian labour market. Some of it is due to: population ageing; younger men are spending longer in education; older men are enjoying a longer voluntary retirement; and men are now much more involved in domestic and childcare tasks - 30 per cent of those aged 35 to 44 years are not in the labour force for this reason. Many prime-aged males leave the labour market due to injury, ill-health, disability or premature 'retirement'. About half the men aged 25 to 64 years who are outside the labour force receive the Disability Support Pension. Inactive men are more likely to be living alone, be poorly educated, and of indigenous or non-English speaking migrant background. A man aged 45 to 54 years living alone is about four times more likely to be outside the labour force than one who is married or who has a partner. The paper does not make any recommendations, but the research should assist policy development in areas central to getting more men into or back into the workforce. The views expressed in this paper are those of the staff involved and do not necessarily reflect those of the Productivity Commission.
