Operational tempo and reduced force structure has created a greater reliance upon commercial support to augment uniformed support. To ensure effective management and accountability of commercial support to deployed operations, the Army consolidated its expeditionary contracting structure into modular operational contracting units – contingency contracting teams (CCTs), senior contingency contracting teams (SCCTs) and contingency contracting battalions (CCBns) - under the command of contracting support brigades (CSBs). All CSBs are assigned to the new Expeditionary Contracting Command: a subordinate command of the US Army Materiel Command. This Field Manual (FM) provides basic doctrinal discussion on the organization and operations of the contracting support brigade (CSB). This FM's target audience includes operational commanders, staff members and the logistics staff of Army field units from the Army Service Component Command (ASCC), their assigned theater sustainment commands down to brigade level units, and their associated support battalions. This publication will also serve as a guide for CSB worldwide deployment and employment. It has been written to take into account doctrinal terms and constructs as found in the newly published FM 3-0 Operations and JP 4-10 Operational Contract Support. This new field manual (FM 4-92), describes how the CSB, and its subordinate contract support elements, “fit” into the operational commanders' mission construct and execution. The CSBs' specialized capability to provide operational contract support planning, integration, and contractor management provides the operational commander additional sustainment support capabilities; enables sustained operational momentum; and facilitates the effective transition from combat to security and stability operations. This manual fills an immediate need to provide commanders and their staffs with the doctrinal tools necessary to properly leverage these new contracting organizations. Reading this FM will familiarize operational commanders and their staffs with the CSB mission, organization, roles, and the key tasks CSBs perform to efficiently obtain and effectively utilize available commercial support in a theater of operations.

Book excerpt: The operational commander has the responsibility to link tactical actions in time, space, and purpose to achieve the policy-maker's strategic objectives. Combat power and operational initiative sustained by tempo set the conditions for the decisive action that explicates these tactics. However, these tasks require a capable sustainment architecture that is flexible, responsive, and adaptive to not keep pace with, but instead to facilitate the warfighter's pursuit of the initiative. The costs and build-up required for operational logistics may not align with the temporal and spatial constraints of the mission. In the phase 0 and fiscally constrained operational environment, the Contracting Support Brigade (CSB) can spearhead the operations required to conduct theater-opening, establish initial capability, and posture the warfighter for decisive action. Thus, the operational commander must understand the capabilities and limitations of the CSB. This monograph explains and contrasts both variables and argues that the CSB must expand immediately to meet doctrinal expectations. This expansion of capability will ensure the CSB adequately supports the operational commander in the generation of combat power, sustainment of tempo, and maximization of operational reach. The US Government Accountability Office (GAO), other government agencies, and individual military service components have identified consistent and systemic challenges to maximizing the performance and efficiency of government contracting. However, the US Army as the land proponent for Unified Action (UA) retains robust, but specified sustainment responsibility for Army and joint forces. Thus, the unique, but un-isolated challenges that the Army contracting community must overcome to execute OCS in the future operational environment punctuate the significance of this study. This monograph centers on the Army CSB's capability to support the CENTCOM area of responsibility (AOR), specifically, OEF-A. The CSB, serving as an operational contracting headquarters, provides the operational-to-tactical and operational-to-strategic links for theater and external support contracting. Depending on operational requirements and constraints, the CSB may surpass its role as an extension of the sustainment warfighting function and become the primary sustainment capability to the Army commander's center(s) of gravity. Therefore, the limitations and shortcomings in the CSB's overall capability transcend into that of the commander's combat power, tempo, and operational reach. This monograph attempts to identify those limitations and their implications to recommend potential solutions.

ATP 4-92 is a revision of Field Manual 4-92, Contracting Support Brigade, last published in 2010. Operational contract support (OCS) is the process of planning for and obtaining supplies, services, and construction from commercial sources in support of combatant commander directed operations. While varying in scope and scale, OCS, and its subset of expeditionary contacting capability, is a critical force multiplier in unified land operations, especially long-term stability operations. With a smaller Army, less robust active component sustainment capability, and greater emphasis on Phase 0 operations, the critical importance of operational contract support and its associated expeditionary contracting structure may increase as a necessary force augmentation capability in future operations. Accordingly, the Army continues to enhance its capability to plan and provide OCS for deployed Army and joint forces. This contracting-focused ATP is one of numerous initiatives to inform the operating force on the importance of OCS planning and integration, again with focus on the Army's expeditionary contracting force structure, in all phases of operations. ATP 4-92-along with the publications referenced throughout this manual-is intended to provide commanders and their staffs with the doctrinal and policy tools necessary to properly leverage the full spectrum of Army OCS capabilities in all phases of the operation. The publication also serves as a guide for worldwide deployment and employment of expeditionary Army contracting organizational capabilities. ATP 4-92 clarifies existing doctrine, which was focused on the CSB. Updates include mission command philosophy, the revised contracting support organizational structure, other contracting or operational contract support organizations, as well as expanded discussions of financial management (FM) in support of contracting actions. Updates also include expanded discussion on Army expeditionary contracting support to joint operations. ATP 4-92 contains three chapters: Chapter 1 provides an overview of contracting and operational contract support organizations, including the contracting support brigade and its subordinate units, along with USACE, INSCOM, LOGCAP, and ASA(ALT) forward. It also discusses command authority versus contracting authority, as well as contracting support considerations with respect to the Army force generation model. Chapter 2 includes contracting support considerations in the notional phases of the operation, from Joint Publication (JP) 3-0, as well as guidance for contracting support planning and execution, to include the vital link with financial management. Chapter 3 provides an overview of joint contracting considerations, to include lead Service and joint theater support considerations.

Book excerpt: The continual introduction of hi-tech equipment, coupled with force structure and manning reductions, and high operating tempo mean that military forces will often be significantly augmented with contracted support. To do this, contract support integration and contractor management must be integrated into military planning and operations. Commanders and their staffs must have a working knowledge of key joint contract support integration and contractor management related terms, since these terms are not widely known outside of the professional acquisition community. Contingency acquisition, the process of acquiring supplies, services and construction in support of the joint operations begins at the point when a requiring activity identifies a specific requirement, defines the proper funding support, contract award, and administration requirement to satisfy activity needs. Contract execution begins with the award of the contract by a warranted contracting officer and ends when contractor performance is complete or the contract is otherwise terminated by the contracting officer. Contract closeout is executed once the contract has been completed and all outstanding contract administration issues have been resolved and ends once the contracting officer has prepared a contract completion statement. Understanding the roles and responsibilities of DOD, joint, and Service commanders and staffs related to operational contract support is critically important to all commands and staffs that may be involved with planning and managing contracted support and contractor management. Contracting is commonly used to augment organic military and other sources of support such as multinational logistic support, host-nation support, and to provide support where no organic capability exists, but contracting is often not properly planned for or integrated into the overall joint force logistic support effort. Contracting authority is the legal authority to enter into binding contracts and obligate funds for the USG, while command includes the authority and responsibility for effectively using available resources and for planning the employment of, organizing, directing, coordinating, and controlling military forces for the accomplishment of assigned missions. Command Authority (combatant command [command authority]) includes the authority to perform functions involving organizing and employing commands and forces, assigning tasks and designating objectives, and giving authoritative direction over all aspects of an operation; it does not include authority to make binding contracts or obligate funds on behalf of the USG. Systems support contracts are generally issued when the Service systems contracting activities award the original systems contracts. External support contracts are often used to provide significant logistic support and selected non-logistic support to the joint force. Theater support contracts are those contracts that are issued by deployed contingency contracting officers and are generally awarded to local vendors to support in-theater customers. This publication establishes doctrine for planning, conducting, and assessing contracting and contractor management functions in support of joint operations. It provides standardized guidance and information related to integrating operational contract support and contractor management, defines and describes these two different, but directly related functions, and provides a basic discussion on contracting C2 organizational options.
