Available in PDF, EPUB and Kindle. Book excerpt: The authors concluded that during the past two decades, the number of domestic consulting firms in developing countries has increased phenomenally. However, the quality of their performance has not kept pace with the growth in numbers. The policies and practices of government, internal weaknesses in staffing and management, and the lack of a supportive environment have prevented domestic consulting firms from effectively exercising the key role that they should in planning, designing, and implementing their countries' investment programs. The authors also point out that favorable opportunities for growth of the consulting profession exist, but a number of contraints will have to be overcome for those to be realized. The profession generally suffers from several structural weaknesses. It is characterized by a small number of large firms, mostly public enterprises, which dominate the business and, at the other end of the scale, a very large number of small or medium-size private firms, often in a precarious position. The recommended strategy for strengthening the domestic consulting is addressed to both the developing countries, and the World Bank and other donors.

They consider whether such boards can strengthen fiscal discipline and speed economic adjustment. A currency board issues money that is converted into a foreign reserve currency at a fixed exchange rate. This independent institution takes over the central bank's role as the sole issuer of base money. It also manages the exchange rate to keep the currency stable and convertible.

Consultants, even the most prestigious large firms, are not omnipotent and all knowing. They share the market with larger and smaller competitors-some of which are more or less capable, efficient, scrupulous and profitable. Consultants are not omniscient. The wisest among them know knowledge and innovation has many sources, converges from all directions and does not flow solely from any single individual or from within the walls of any single organization. It follows then, that the consultant should not be relied upon as the sole source of enlightenment. To be of true value, he must constantly seek knowledge, absorb it like a sponge and employ it as beneficially as possible, with his best effort, for the interests of his client.

The World Bank recognizes the importance of the civil service to the general welfare of the 4.6 billion people in low and middle income countries. Between 1981 and 1991, civil service reform was a prominent feature of 90 World Bank lending operations. This paper surveys the Bank's experience in supporting this reform and assesses the progress made. The lending operations concentrated on two separate dimensions: (1) Shorter-term, emergency steps to reform public pay and employment policies, which center on measures to contain the cost and the size of the civil service (2) longer-term civil service strengthening efforts directed toward ongoing, sustained management improvements. After examining the record of these reforms, the authors conclude that the results have been mixed at best. They recommend greater emphasis on devising a coherent, far-reaching strategy for reform and on detailing the set of tactics by which these goals will be achieved.
