Book excerpt: Consists of an 18th-century manuscript legal document regarding fishing regulations for the Conestoga River in Lancaster County, Pennsylvania. This Act was issued in response to complaints by the inhabitants of Lancaster County that the building of dams and mills across the river had caused the obstruction of fish from running up the river. The Act put into law new dimensions for all dams, mills or other obstructions on the Conestoga River above the "Mouth of Cocollico Creek, and above that to the mouth of Muddy Creek," whether they already existed or were yet to be built, in order to allow fish passage. The law also covered the erection of fish pounds, fishing nets, and fishing baskets. Violation of the conditions of the Act would lead to a one hundred pound fine or twelve months in prison. Acting in his capacity as secretary to the governor of Pennsylvania, John Penn, and on his behalf, Joseph Shippen signed the first leaf. The last page states that the act was passed by the governor of Pennsylvania on January 22, 1774, and bears the signatures of Joseph Shippen, Jr., and Joseph Galloway, who was speaker of the House.
