Once considered a fringe practice and market, organic food and agriculture now receives mainstream acceptance and political support in the United States. The USDA’s National Organic Program regulates the current U.S. market, but organic regulations were originally developed in the states starting in the 1970s. From 1976-2010, thirty-eight states adopted organic food and agriculture regulatory legislation. A majority of state legislatures adopted initial legislation in 1989 and 1990, the same year as Congress passed the Organic Foods Production Act that effective began the development of national level standards. Grounded in the policy diffusion and diffusion of innovation literature, Creating Organic examines why and how state legislatures decide to adopt legislation that regulate the organic food and agriculture market. The consequences for early and continual state involvement in this policy domain impact national policy trajectories and reshape the sustainable agriculture market. The evidence from this evaluation demonstrates a host of conditions led to the diffusion and evolution of organic regulatory legislation in the U.S. California, Vermont, and Georgia are case studies that illuminate the complexities of adoption decisions and evolution of state regulations over time. In turn, there are a number of lessons to be derived for how state regulatory design has influenced today’s organic market and federal policy development.

North American policy responses to global climate change are complex and sometimes contradictory and reach across multiple levels of government. For example, the U.S. federal government rejected the Kyoto Protocol and mandatory greenhouse gas (GHG) restrictions, but California developed some of the world's most comprehensive climate change law and regulation; Canada's federal government ratified the Kyoto Protocol, but Canadian GHG emissions increased even faster than those of the United States; and Mexico's state-owned oil company addressed climate change issues in the 1990s, in stark contrast to leading U.S. and Canadian energy firms. This book is the first to examine and compare political action for climate change across North America, at levels ranging from continental to municipal, in locations ranging from Mexico to Toronto to Portland, Maine. Changing Climates in North American Politics investigates new or emerging institutions, policies, and practices in North American climate governance; the roles played by public, private, and civil society actors; the diffusion of policy across different jurisdictions; and the effectiveness of multilevel North American climate change governance. In fact, the industrialized global food system is creating products that are less food-like, engendering growing questions about the health and safety of our food supply. In addition, the bio-engineering of food commodities is another factor influencing the growth of industrial farming for an increasingly homogenized, globalized market. This book describes the financialization process in commodity futures markets which transformed commodities into an asset class. Incorporated into the portfolio decisions of investors, commodity prices now behave like all asset prices, becoming more volatile and subject to periodic bubbles. As commodity prices were driven higher in the 2000s, farmland became more valuable, setting off a global land grab by investors, nations, and corporations. More recently, under the financialization food regime, slow growth and low returns encouraged merger activity driven by private equity firms, with food industry corporations as prime targets, leading to increased industry concentration. With government policy focused on supporting corporate interests, there has been a global reaction to the current food system. The food sovereignty movement is taking on the interests behind the global land grab, and the regional food movement in cities across the U.S. is hitting corporations at the bottom line. Food corporations are listening. Is the food movement winning?
