Book excerpt: Artisanal small-scale mining (ASM) operations use mercury liberally in the gold extraction process, as compared to large scale industrial mining operations, and accounts for approximately one third of anthropogenic mercury consumption worldwide. These ASM operations are concentrated in many impoverished and poorly regulated countries such as Zimbabwe, resulting in a number of negative environmental and health impacts. There are three pathways by which mercury generally enters the environment from gold mining: 1) directly via private miners, 2) through stamp mill operations (also used by ASM miners), and 3) industrial-scale mining operations. To examine the levels of mercury contamination resulting in one such geographic locality, sediment and tailing samples in a single, heavily mined watershed in southern Zimbabwe were collected from May 0́3 June 2015. Samples were collected from the stream system, as well as six stamp mills and a single industrial mine in the watershed. GPS point location data were taken for mining operations and sampling sites to examine the spatial patterns of mercury concentration relative to each mining operation. Data were first analyzed using linear regression then a MARS model, followed by application of an ANCOVA model to assess the relationship between mercury concentrations and three factors; percent organic carbon, distance downstream, and distance from potential contamination source. Mercury concentrations within the study area ranged between 6-1,541 ℗æg/kg dw (mean 142 ℗æg/kg dw). Analyses of mercury concentrations indicated a positive relationship with percent organic carbon and a negative relationship with distance downstream and distance from potential contamination source. Results from this study will help to elucidate the relationship between gold production and the spatial scale of mercury contamination in aquatic ecosystems in Africa. These data may lead to a better understanding of the relationship between mercury use and community health, which may aid both the local and global communities in regulating mercury contamination of the environment, thereby reducing the suffering and early death of many people in impoverished countries where ASM is commonplace. Book excerpt: In over fifty countries, mercury is used to extract gold by artisanal and small-scale miners and poses significant threats to human and environmental health. While extensive research has focused on the negative effects of mercury, remarkably little attention has been devoted to institutional policies and governance strategies to reduce mercury use and associated risks. In many of the world's poorest regions, mercury amalgamation has become more prevalently used as worsening poverty has contributed to a growth in rudimentary gold extraction activities. This study examines how these challenges prompted United Nations agencies to launch a global pilot initiative addressing mercury in small-scale gold mining, focusing on the mandate of "assisting countries to transfer to cleaner technologies." Linking governments, NGOs, mining companies and other agencies, case studies from development campaigns in Africa, South America and Asia illustrate the complexities of environmental interventions in rural areas and the need for sensitive attention to government relations with mining communities. While mercury has been illegally used in most small-scale mining communities, this study demonstrates how strong stakeholder willingness to legalize mercury can help to more productively regulate and phase out mercury use and trade in order to eliminate major pollution point sources and health hazards. The study proposes developing UN International Guidelines on Mercury in Small-Scale Gold Mining to assist decision-makers at multiple governance levels, from village-level planners to national lawmakers and donors, in targeting technical priorities. Recognizing how narrow top-down policy models can be counterproductive, the analysis focuses on how interdisciplinary development planning teams have taken incremental and integrative approaches seeking to facilitate the reduction of pollution while supporting miners' livelihoods. A policy framework is proposed to assist institutions in cultivat.

Drawing on colonial, postcolonial, and critical race theory, Paula Butler investigates Canadian mining activities and the discourses which serve to legitimate this work. Through a series of interviews with senior personnel of businesses with mining operations in Africa, Butler identifies a continuation of the same colonialist mindset that saw resource ownership and racial dominance over Indigenous peoples in Canada as part of Canada’s nation-building project. Financially, culturally, and psychologically, Canadians are invested in extracting resource-based wealth in the Global South, and – as Butler’s analysis of Canada’s influence over South Africa’s first post-apartheid mining legislation shows – they look to legitimize that extraction through neoliberal legal frameworks and a powerful national myth of benevolence.
