Book excerpt: In 1980, a group of scientists from national laboratories, universities, and other research organizations gathered informally in a series of meetings to consider the state of research on risks to health, safety, and the environment. Each scientist had conducted research on the subject. All felt that the traditional disciplines and professional societies to which they belonged were neither ade quate nor appropriate for addressing the extraordinarily complex problems of assessing the risks inherent in modern society. The con sensus of the group was that a new society was needed to address these problems in a scientific and objective way. From these initial meetings, the Society for Risk Analysis was formed The major aims of the Society for Risk Analysis, as stated in its constitution, are • to promote knowledge and understanding of risk analysis techniques and their applications; • to promote communication and interaction among those engaged in risk analysis; and • to disseminate risk analysis information and promote the advancement of all aspects of risk analysis. Members of the Society are drawn from a variety of disciplines, including the health sciences, engineering, the physical sciences, the humanities, and the behavioral and social sciences. An import ant function of the Society is the annual meeting, at which var ious aspects of risk analysis are discussed. The scope and complexity of these analyses require a high degree of cooperative effort on the part of specialists from many fields. Analyzing social and behavioral issues requires the efforts of political scientists, sociologists, decision analysts, management scientists, econ omists, psychologists, philosophers, and policy analysts, among others.

Among Ward's many contributions are two significant accomplishments, either of which would have been enough for a very distinguished career. First, Ward is the founder of behavioral decision theory. This interdisciplinary discipline addresses the question of how people actually confront decisions, as opposed to the question of how they should make decisions. Second, Ward laid the groundwork for sound normative systems by noticing which tasks humans can do well and which tasks computers should perform. This volume, organized into five parts, reflects those accomplishments and more. The book is divided into four sections: `Behavioral Decision Theory' examines theoretical descriptions and empirical findings about human decision making. `Decision Analysis' examines topics in decision analysis.`Decision in Society' explores issues in societal decision making. The final section, `Historical Notes', provides some historical perspectives on the development of the decision theory. Within these sections, major, multi-disciplinary scholars in decision theory have written chapters exploring some very bold themes in the field, as an examination of the book's contents will show. The main reason for the health of the Decision Analysis field is its close links between theory and applications that have characterized it over the years. The passage of the Family Smoking Prevention and Tobacco Control Act of 2009 gave the FDA authority to regulate "modified risk tobacco products" (MRTPs), tobacco products that are either designed or advertised to reduce harm or the risk of tobacco-related disease. MRTPs must submit to the FDA scientific evidence to demonstrate the product has the potential to reduce tobacco related harms as compared to conventional tobacco products. The IOM identifies minimum standards for scientific studies that an applicant would need to complete to obtain an order to market the product from the FDA.

The health scientists presented numerous methods of analyzing health effects, including the subject of dose-response relationships, especially at low exposure levels - never an easy analysis. The social and political scientists concentrated on issues of risk perception, communication, acceptability, and human touch. Others discussed such issues as cost-benefit analysis and the risk-based approach to decision analysis. Use of risk assessment methods for risk management continued to be a matter of strong opinion and debate. The impacts of state and federal regulations, existing and planned, were assessed in sessions and in luncheon speeches. These impacts show that risk analysis practitioners will have an increasingly important role in the future. They will be challenged to provide clear, easily understood evaluations of risk that are responsive to society's concern for risk, as evidenced in laws and regulations. Of course, the various risk analysis specialties overlapped in domains of interest.
