During the Summit, African Heads of States and Governments will deliberate and decide on several policies and programmes of the AU. As with past Summits, it is expected that the Assembly discuss the flagship programmes of the AU, including the African Outer Space Programme. This policy brief discusses five areas that need the attention of the Assembly namely, the African Space Policy and Strategy; African Space Agency (AfSA); Pan-African University Institute for Space Science (PAUSS); Space application programmes; and Space governance in the African Union Commission (AUC). It also discusses specific actions needed to move forward in each of these areas. These actions include the development of a framework for monitoring, measuring and reporting the extent to which all AU space activities, including programmes funded by partners, align with the African Space Policy and Strategy; review of the governance structure of the AfSA and verification of preparation for operation of AfSA; selection of a new host country for PAUSS; expansion of areas of cooperation between the European Union (EU) and AU; and a clear mandate for the new division for space in the AUC and the Commissioner responsible for it. These recommendations, if adopted and implemented, will accelerate space development in the continent and position Africa to benefit from the global space enterprise.

Book excerpt: Photographer Cristina De Middel (1975, Spain) chose as the starting point for her project The Afronauts a little-known episode from Zambia's history. This was a space programme started by an educator which suddenly entered Zambia in the space race with the United States and Russia. Its aim was to put the first African on the moon. Due to a lack of financial resources, however, the ambitious initiative was doomed to failure. Fifty years later, De Middel reconstructs this story, using her own imagination. In The Afronauts, De Middel combines set-up photography with copies of typed letters and reproductions of vintage photos. Although The Afronauts is in fact based on a failed undertaking, the project includes nothing that refers to the failure - to the contrary. The photos have an upbeat look thanks to De Middels's fanciful space suits, playful astronaut training sessions and a Zambian flag with a smiley face. Other characters also appear against the background of the rugged landscape of Alicante, including an elephant presented as a space creature and a cat dressed in a starred costume, which according to the story also was planned to be launched into space.

Book excerpt: Nigeria and South Africa renewed their commitment to each other during the 10th Bi-national Commission (BNC) that was held in November 2021. They signed new Memoranda of Understanding (MoUs) in youth development, women and child empowerment, and political consultation. They reviewed earlier MoUs in military cooperation, mining and processing, as well as oil and gas. They also established a Joint Ministerial Advisory Council (on trade, investment, and industry), and the South Africa- Nigeria Youth Dialogue. While this effort is commendable, one important but missing element is space cooperation, particularly in Earth Observation, Satellite Communication, Navigation and Positioning, as well as Space Science and Astronomy. Nigeria- South Africa space cooperation is not only beneficial to the space sectors of both countries, it is also a tool for attaining the goals of the BNC. To facilitate such cooperation, Nigeria and South Africa could strengthen their existing science cooperation; appoint science attachés in their respective embassies; establish a Space Forum within the framework of the BNC; and explore nontraditional mechanisms of science diplomacy. The bilateral space cooperation would also facilitate the implementation of the African Outer Space Programme - one of the flagship programmes of the African Union (AU) aimed at fostering Africa's integration and socio-economic development.

This is necessary because of the enduring misconception that space-related research and expenditure competes with other, more pressing, needs on the continent, when in truth space can play a major role in meeting these needs. Accordingly, the book unpacks the United Nations Sustainable Development Goals (SDGs) 2030 and the critical needs they address in the African context. Secondly, it provides an analysis of the African higher education landscape and considers the network of higher education-related SDGs, their targets, and their indicators. Africa’s own development plan, Agenda 2063, is also explored. The African higher education landscape is then assessed by way of three models – the Space-Education Equation (SEE), the Benefits to Education by Space Transection (BEST), and the Enhanced Education for Sustainable Development Access and Success (EESDAS) model. The critical role of educational technologies and e-learning in bridging the educational access and success gap is appraised, as is the role of the space sector, and its technologies, applications, and data in African higher education. Finally, it explores e-health and provides an analysis of pertinent technologies required by e-health, past and present, and the opportunities and challenges it presents. Space technology can play a critical role in eliminating the barriers that are currently preventing e-health from playing a more significant role in a developing region such as sub-Saharan Africa.

Book excerpt: ABOUT THE BOOK "Nigeria's Space Journey - Understanding its Past, Reshaping its Future" is about space and its impact on a developing country, with Nigeria as a case study. The book focuses on the steps Nigeria is taking to achieve its space and related goals; it is divided into six main sections: Space in Human Lives; Space Efforts in Nigeria; Reawakening of Nigeria; Nigeria's Space Priorities; Contributions to the Resolution of Global Concerns; and Moving Ahead. When, in 1962, a 40-pound meteorite from Mars - named Zagami - landed in Nigeria, it was a significant space encounter for the nation. Soon after, in 1963, was the equally historic first ever live satellite telephone conversation between America's then youngest President and Nigeria's first Prime Minister. Was space beckoning? Nigeria eventually took the plunge in 2001 and defined its space objective in these words: "To make Nigeria build indigenous competence in developing, designing and building appropriate hardware and software in space technology as an essential tool for its socio-economic development and enhancement of the quality of life of its people." However, instead of pursuing the above objective, Nigeria swallowed the bait of the satellite merchants that touted the acquisition of micro-satellites as the quickest and cheapest way to space for the developing countries. With a focus on the upstream-end of the technology, a string of such acquisitions soon became the centrepiece of the nation's space programme, acquisitions which have taken the nation off course and away from attaining the goals articulated in the above national space objective. The book examines and analyses the lessons Nigeria has learned on such a space journey, to-date. It concludes that the nation's space efforts have not delivered as promised and that the nation's space journey should be redefined and redesigned for Nigeria to attain its space and related goals. As Nigeria looks to the future, it must effectively utilise its natural endowments to earn its badge of honour as a space capable country, with an initial focus on the downstream impact of the technology. Thus, it would need to retool its own science and technology (S&T) capabilities and utilise these assets to enhance its economic development and improve the wellbeing of its people. The book draws on a number of examples from other nations and addresses how Nigeria could learn and benefit from their experience. Nigeria's steadfast commitment to the adoption and implementation of the proposed priorities in this book will enable it to secure its passport to its own future as a knowledge society and a developed country. It will also empower the nation to shape its own space and economic future, become a leading partner and voice in determining Africa's future, and be a reliable collaborator in the solution of global problems. By conscientiously following these approaches, Nigeria should be able to proclaim, in the near future, that "Space is our operational tool of development."

Thus, this research examines legal considerations for African states to harness space technologies in propelling Africa's socio-economic development, focusing on the domestic legal framework for implementing international programs and commitments in these selected African States - Nigeria, South Africa, and Ethiopia. This research is divided into two aspects - Technical and Legal. The technical aspect lays the background for this research, evaluates how space technologies can solve Africa's socio-economic development challenges, and assesses international programs supporting Africa in leveraging space technologies for Africa's benefit. The assessment of these international programs aims to identify if these programs have indeed helped Africa. If yes, how can they be expanded, and if not, what should be done? The second part of this research examines legal considerations - laws and policies. This section analyzes the domestic space laws and policies of the selected African States in supporting space programs in their region, propelling private space participation, and implementing their international space obligations. Also, this research compares the domestic space framework in India and Indonesia with that of the African States assessed in this work and further analyzes the space policies of the United States of America and Canada to determine any lesson(s) for Africa. In addition to the legal considerations assessed, this research examines the intersection of law and economics in advancing Africa's space sector. Particularly evaluating the role of leaders like the African Union and the African Development Bank in enhancing economic investments in the African space industry.
