Book excerpt: Described are the results of a national experiment designed to study factors that influence reenlistment decisions of Army Reserve and National Guard personnel. In the experiment, 15,000 reservists making reenlistment decisions in 1978 served as test participants. The effect of bonus payments up to $1800 on reenlistment rates and length of commitment was estimated by comparing the response of a test group which was offered bonus payments to a matching control group. In addition, a survey instrument given to test participants at the time of making the reenlistment decision provided data to analyze the effect of several other factors on Reserve reenlistment decisions. While the bonus only raised reenlistments rates from 38 to 40 percent, it significantly lengthened the average committed term of service from 1.3 to 4.3 years. Longitudinal tracking of test participants indicates a significant strength gain will result from the longer-term service committments. Survey analysis indicates that conflicts, with family and civilian employers tend to be the main causes for not reenlisting. (Author).

An original evaluation estimated the effect of bonus payments given for 3-year terms ($900) or 6-year terms ($1800) on reenlistment rates and length of commitment. This Note estimates the long-term effect of the bonus on reserve participation using longitudinal data collected 3-1/4 years after original reenlistment decisions. While the bonus only raised reenlistment rates from 38.4 to 40.6 percent, it significantly lengthened the average committed term of service from 1.3 to 4.4 years. Longitudinal tracking of test participants indicates a significant strength gain will result from the longer-term service commitments. After 3-1/4 years from the beginning of the test, the bonus group retained 32.0 percent of the original group, while the control group retained only 25.7 percent.

Book excerpt: This report examines the reenlistment decisions of early- to mid-career reservists (i.e., those with 4-12 years of service) and the forces affecting those decisions. Using the 1986 Reserve Components Survey of Enlisted Personnel, the authors extended earlier reenlistment estimates in several important directions, including (1) developing a reenlistment model with reservists from all six components to measure the impact of component-specific influences; (2) measuring the influence of perceived spouse attitude on reenlistment and contrasting this with a similar measure of perceived employer attitude; and (3) measuring the influence of the training and unit environment on reenlistment. The findings underscore the importance of attitudinal variables in models of reenlistment. Reservists with more favorable employer attitudes have significantly higher reenlistment rates. Spouse attitude toward reserve participation appears to have an even more significant influence on reenlistment rates than employer attitudes. The authors find that the net effect of all the variables in the multivariate models are rather small in magnitude compared with those relating to the marital status/dependents/spouse attitude variables. Dissatisfaction with training, equipment, and morale of the unit also appears to have a fairly significant impact on reenlistment.
