Book excerpt: This manual was designed for service providers in the Northeast of the United States. It describes the health care options for the working refugee. The first chapter of the manual deals with private insurance. Emphasis is on the information about health insurance that the refugee needs to understand, such as: premium costs to the new employee; other costs to the refugee; choices among plans; benfits; waiting periods. If insurance is not available through the employer, the manual describes certain individual insurance schemes. The conclusion of the chapter has worksheets containing activities for learning and a chapter review and action planning guide. The second chapter gives information on Medicaid and Refugee Medical Assistance (RMA). It begins with an overview of the two programmes before turning to the Medically Needy Programs which exist in all states in the Northeast. A separate section treats pregnant women and young children under Medicaid coverage. A table gives approximate income thresholds and wage levels for Medicaid/RMA eligibility for pregnant women and infants in 1989 in the different Northeast states. The remainder of the chapter has short sections on : older children, regardless of family composition; Medicaid/RMA without cash assistance; extension of Medicaid/RMA for persons who lose cash eligibility; the Massachusetts welfare-to-work programme. Activities for learning and a chapter review and action planning guide appear at the end of the chapter. The third chapter deals with free or low-cost health care facilities. A chapter review and glossary appear at the end of the manual.
