Book excerpt: "The Subcommittee on Postsecondary Education will pursue, under rule X of the Rules of the House of Representatives, oversight of education programs within the jurisdiction of other committees which go far beyond the legislation which is within the jurisdiction of this committee. The Congress acted specifically, in a recent reform, to confer upon the Committee on Education and Labor oversight authority over all educational programs wherever they can be found, regardless of what committee has legislative jurisdiction. Of course, it is not intended, in anyway, to interfere with or impose any impediments on operations of the committee having jurisdiction"--Page 1/2.

Two-thirds of the document is an appendix of 96 exhibits of selected documents, letters, affidavits, and reports from witnesses in order of their appearance before the committee. Among the witnesses testifying before the committee were the following individuals: Senator Claiborne Pell of Rhode Island; Richard C. Stiener, Director of the Office of Special Investigations, U.S. General Accounting office; James B. Thomas, Jr., Inspector General, U.S. Department of Education; David A.
