The program has grown and been updated over the years to respond to Canadian labour market conditions. However, employers and temporary foreign workers have expressed long-standing concerns over various aspects of the program. Significant reforms announced in June 2014 have also had an impact on them. In February 2016, in response to feedback from various stakeholders with respect to the TFW Program, the Minister of Employment, Workforce Development and Labour indicated that a comprehensive review of the program was imminent and that a study by a parliamentary committee could offer support in this regard. On 21 March 2016, the House of Commons Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities (the Committee) adopted a motion to study the TFW Program, with a “focus on the current program and ways to improve it.” The Committee held a total of five meetings between 11 May and 1 June 2016, during which time it heard from 47 witnesses, including representatives from two federal government departments, labour organizations, advocacy groups, industry associations, business representatives, as well as temporary foreign workers. In addition to these public hearings, the Committee received a total of 63 briefs”--p. 1.

Book excerpt: Most examinations of non-citizens in Canada focus on immigrants, people who are citizens-in-waiting, or specific categories of temporary, vulnerable workers. In contrast,Producing and Negotiating Non-Citizenship considers a range of people whose pathway to citizenship is uncertain or non-existent. This includes migrant workers, students, refugee claimants, and people with expired permits, all of whom have limited formal rights to employment, housing, education, and health services. The contributors to this volume present theoretically informed empirical studies of the regulatory, institutional, discursive, and practical terms under which precarious-status non-citizens those without permanent residence enter and remain in Canada. They consider the historical and contemporary production of non-citizen precarious status and migrant illegality in Canada, as well as everyday experiences of precarious status among various social groups including youth, denied refugee claimants, and agricultural workers. This timely volume contributes to conceptualizing multiple forms of precarious status non-citizenship as connected through policy and the practices of migrants and the institutional actors they encounter.

The program has been hailed as a model that alleviates human rights concerns because, under contract, SAWP workers travel legally, receive health benefits, contribute to pensions, are represented by Canadian consular officials, and rate the program favorably. Tomorrow We're All Going to the Harvest takes us behind the ideology and examines the daily lives of SAWP workers from Tlaxcala, Mexico (one of the leading sending states), observing the great personal and family price paid in order to experience a temporary rise in a standard of living. The book also observes the disparities of a gutted Mexican countryside versus the flourishing agriculture in Canada, where farm labor demand remains high. Drawn from extensive surveys and nearly two hundred interviews, ethnographic work in Ontario (destination of over 77 percent of migrants in the author's sample), and quantitative data, this is much more than a case study; it situates the Tlaxcala-Canada exchange within the broader issues of migration, economics, and cultural currents. Bringing to light the historical genesis of "complementary" labor markets and the contradictory positioning of Mexican government representatives, Leigh Binford also explores the language barriers and nonexistent worker networks in Canada, as well as the physical realities of the work itself, making this book a complete portrait of a provocative segment of migrant labor.

A "work permit" allows a foreign national to engage in employment in Canada, and a "visa" allows a foreign national to enter Canada. Depending on the nature of the activity in Canada and the country of origin of the foreign worker, a work permit and/or visa may not be necessary. This paper will focus on authorized temporary foreign workers at a national level and does not describe provincial programs for temporary foreign workers.

Her case study reveals how modalities of deportability—such as termination without cause, blacklisting, and attrition—destabilize legally authorized temporary migrant agricultural workers. Through this detailed exposé, Disrupting Deportability concludes that despite the formal commitments to human, social, and civil rights to which migration management ostensibly aspires, the design and administration of this "model" temporary migrant work program produces conditions of deportability, making the threat possibility of removal ever-present.

Book excerpt: The early returns from Census 2000 data show that the United States continued to undergo dynamic changes in the 1990s, with cities and suburbs providing the locus of most of the volatility. Metropolitan areas are growing more diverse—especially with the influx of new immigrants—the population is aging, and the make-up of households is shifting. Singles and empty-nesters now surpass families with children in many suburbs. The contributors to this book review data on population, race and ethnicity, and household composition, provided by the Census's "short form," and attempt to respond to three simple queries: —Are cities coming back? —Are all suburbs growing? —Are cities and suburbs becoming more alike? Regional trends muddy the picture. Communities in the Northeast and Midwest are generally growing slowly, while those in the South and West are experiencing explosive growth ("Warm, dry places grew. Cold, wet places declined," note two authors). Some cities are robust, others are distressed. Some suburbs are bedroom communities, others are hot employment centers, while still others are deteriorating. And while some cities' cores may have been intensely developed, including those in the Northeast and Midwest, and seen population increases, the areas surrounding the cores may have declined significantly. Trends in population confirm an increasingly diverse population in both metropolitan and suburban areas with the influx of Hispanic and Asian immigrants and with majority populations of central cities for the first time being made up of minority groups. Census 2000 also reveals that the overall level of black-to-nonblack segregation has reached its lowest point since 1920, although high segregation remains in many areas. Redefining Urban and Suburban America explores these demographic trends and their complexities, along with their implications for the policies and politics shaping metropolitan America.
