Nigeria with its vast oil wealth, large population, and strategic position in Africa and the global economy can, if it fails disproportionately affect the United States and the global economy. Nigeria, like many nations in Africa, gained independence from the United Kingdom in 1960. It is the most populous country in Africa and will have nearly 250 million people by 2030. In its relatively short modern history, Nigeria has survived five military coups as well as separatist and religious wars, is mired in an active armed insurgency, is suffering from disastrous ecological conditions in its Niger Delta region, and is fighting one of the modern world's worst legacies of political and economic corruption. Of Nigeria's 36 states, 12 are Islamic and under the strong and growing influence of the Sokoto caliphate. While religious and ethnic violence are commonplace, the federal government has managed to strike a tenuous balance among the disparate religious and ethnic factions. Prime Witness Change and Policy Challenges in Buhari's Nigeria is essentially a product of the author's observations, exchanges with his various interlocutors in and out of government, and Nigerians and non-Nigerians alike, during the first year of the Buhari administration, 2015-2016. The decision to put this volume together, and indeed, the compelling reason for articulating the policy recommendations, critiques and views herein, derived in his personal belief that as a member of the Nigerian attentive public, we owed it as a civic duty to our posterity to speak up, regardless of whether anyone is listening. Made in Africa: Learning to Compete in Industry outlines a new strategy to help African industry compete in global markets. This book draws on case studies and econometric and qualitative research from Africa and emerging Asia to understand what drives firm-level competitiveness in low-income countries. The results show that while traditional concerns such as infrastructure, skills, and the regulatory environment are important, they alone will not be sufficient for Africa to industrialize. The book also addresses how industrialization strategies will need to adapt to the region’s growing resource abundance.

Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.
