The meeting was a joint project between the International Association for Identification (IAI) and West Virginia University (WVU). One recommendation that came out of that meeting was a suggestion to create a sourcebook for friction ridge examiners, that is, a single source of researched information regarding the subject. This sourcebook would provide educational, training, and research information for the international scientific community.

On May 21, 1921, a group of white Oklahomans attacked the prosperous African American community, called the Greenwood District or "the Black Wall Street" in Tulsa, OK over the alleged assault of a white woman by a black man. 24 hours later more than 800 people were admitted to local hospitals, 10,000 residents were homeless, and 35 city blocks were reduced to rubble. The monetary cost of the riot was later estimated to be 26 million dollars. This report examines the events leading up to the riot, the riot itself, and the consideration of reparations for the victims.

The first part is a descriptive analysis of the illicit use of biological agents by criminals and terrorists. It draws on a series of case studies documented in the second part. The case studies describe every instance identifiable in open source materials in which a perpetrator used, acquired, or threatened to use a biological agent. While the inventory of cases is clearly incomplete, it provides an empirical basis for addressing a number of important questions relating to both biocrimes and bioterrorism. This material should enable policymakers concerned with bioterrorism to make more informed decisions. In the course of this project, the author has researched over 270 alleged cases involving biological agents. This includes all incidents found in open sources that allegedly occurred during the 20th Century. While the list is certainly not complete, it provides the most comprehensive existing unclassified coverage of instances of illicit use of biological agents.

This jointly updated the system of classification of economic activities that makes the industrial statistics produced in the three countries comparable. The North American Industry Classification System (NAICS) revision for 2022 went into effect for reference year 2022 in Canada and the United States, and 2023 in Mexico. NAICS was originally developed to provide a consistent framework for the collection, analysis, and dissemination of industrial statistics used by government policy analysts, by academics and researchers, by the business community, and by the public. Revisions for 2022 were made to account for our rapidly changing economies. Classifications serve as a lens through which to view the data they classify. NAICS was developed in accordance with a single principle of aggregation, the principle that producing units that use similar production processes should be grouped together. Though NAICS differs from other industry classification systems, the three countries continue to strive to create industries that do not cross two digit Division boundaries of the United Nations' International Standard Industrial Classification of All Economic Activities (ISIC). The actual classification reveals only the tip of the work carried out by dedicated staff from INEGI, Statistics Canada, and U.S. statistical agencies. It is through their efforts, painstaking analysis, and spirit of accommodation that NAICS serves as a harmonized international classification of economic activities in North America.

While primarily descriptive in nature, these two site reports, one from the western Kayenta area and one from the margin of the Mesa Verde area and the eastern Kayenta, suggest that the changes which occurred in the more centralized portions of these regions were directly related to what happened on the margins. That, while the site densities and population aggregates may not have been as high, the same factors affected these marginal areas. That conclusion could be expected, but what may not be expected is the differential response which appears to have occurred. After reading these two reports, it appears that it may be possible to discern elements of change in these fringe areas that, once defined, will provide new insight into what happened and why and in what are presently the better known areas of the Southwest. In my estimation, by concentrating on the less flashy aspects of wartime support in favor of the background work, Dr. Howe has again added a dimension of great worth to our knowledge of SIGINT and of the war. The study of World War II SIGINT has concentrated, by and large, on ULTRA, the exploitation of high-grade cryptographic systems used by Germany and Japan, and the use of ULTRA material by senior wartime decision makers. This effort unquestionably is important for understanding the decisions and events of that terrible era, but the overwhelming focus on this aspect has resulted in a slightly skewed understanding. The production of ULTRA and its effective use depended on a strong and well-organized structure working in conjunction with now-legendary cryptanalysts. Since the distribution of ULTRA was limited to a small number of officers and civilian leaders, the bulk of SIGINT support to the warfighter cam from tactical SIGINT units working at or near the front lines. This is an important subject for understanding what happened in World War II and for studying the principles of SIGINT organization today.
