The minutes of the Combined Chiefs' meeting at the major conferences touch on virtually every policy and strategy issue of World War II, from initial troop deployments to counter Axis aggression, through the debates about the location and timing of the principal Anglo-American offensives, to the settlement of post-war occupation boundaries. Besides being an invaluable primary source on the early years of the Joint Chiefs of Staff and on the planning and conduct of World War II, these documents also offer insights for today on the problems of managing a global coalition war. Originally highly classified documents, the minutes were declassified on October 3, 1973. CASABLANCA CONFERENCE VOLUME 1 and VOLUME 2 (Casablanca, Morocco, 14-23 January 1943). This was the first of the great Allied mid-war conferences, with Roosevelt, Churchill, their military chiefs of staff, and the French leaders Henri Giraud and Charles de Gaulle in attendance. In the major U.S.-British debate, the British prevailed. The Allies postponed the cross-Channel invasion until 1944, but organized a combined staff to plan for it. For the immediate future, they would continue the Mediterranean campaign with an invasion of Sicily. They also decided to launch a combined strategic air offensive against Germany, and the Americans were to mount a Pacific offensive against Japan. Roosevelt and Churchill issued the Unconditional Surrender doctrine.

Book excerpt: Only nine days after the Arcadia Conference (also known as the First Washington Conference) was held in Washington, DC, the Combined Chiefs of Staff (CCS) again convened for a series of twenty meetings between January 23 and May 19, 1942. All of these meetings were held in Washington, DC. Howe's Northwest Africa: Seizing the Initiative in the West left off. It integrates the Sicilian Campaign with the complicated negotiations involved in the surrender of Italy. The Sicilian Campaign was as complex as the negotiations, and is equally instructive. On the Allied side it included American, British, and Canadian soldiers as well as some Tabors of Goums; major segments of the U.S. Army Air Forces and of the Royal Air Force; and substantial contingents of the U.S. Navy and the Royal Navy. Opposing the Allies were ground troops and air forces of Italy and Germany, and the Italian Navy. The fighting included a wide variety of operations: the largest amphibious assault of World War II; parachute jumps and air landings; extended overland marches; tank battles; precise and remarkably successful naval gunfire support of troops on shore; agonizing struggles for ridge tops; and extensive and skillful artillery support. Sicily was a testing ground for the U.S. soldier, fighting beside the more experienced troops of the British Eighth Army, and there the American soldier showed what he could do. The negotiations involved in Italy's surrender were rivaled in complexity and delicacy only by those leading up to the Korean armistice. The relationship of tactical to diplomatic activity is one of the most instructive and interesting features of this volume. Military men were required to double as diplomats and to play both roles with skill.

Dr. Howe's book deals primarily with organizational matters for providing SIGINT support in combat. Thus, the reader will not find stories of high-level cryptanalysis underlying big decisions by famous leaders. In my estimation, by concentrating on the less flashy aspects of wartime support in favor of the background work, Dr. Howe has again added a dimension of great worth to our knowledge of SIGINT and of the war. The study of World War II SIGINT has concentrated, by and large, on ULTRA, the exploitation of high-grade cryptographic systems used by Germany and Japan, and the use of ULTRA material by senior wartime decision makers. This effort unquestionably is important for understanding the decisions and events of that terrible era, but the overwhelming focus on this aspect has resulted in a slightly skewed understanding. The production of ULTRA and its effective use depended on a strong and well-organized structure working in conjunction with now-legendary cryptanalysts. Since the distribution of ULTRA was limited to a small number of officers and civilian leaders, the bulk of SIGINT support to the warfighter cam from tactical SIGINT units working at or near the front lines. This is an important subject for understanding what happened in World War II and for studying the principles of SIGINT organization today.
