Book excerpt: This report contains tabulations from the 1985 DoD Survey of Military Spouses conducted for the Office of the Asst Secretary of Defense (Force Management and Personnel) by the Defense Manpower Data Center (DMDC). Over 41,000 spouses, married to members of the four active-duty Services responded to an extensive questionnaire in Spring 1985. The questionnaire included items about personal and family military background, family composition, moving experiences, knowledge of and satisfaction with family programs and services, civilian labor-force experience and opportunities, and family economic resources as well as measures of satisfaction with various aspects of military policy which directly impact the family. The data in these volumes are organized into seven chapters, paralleling the discussion in the companion descriptive report plus technical material in a series of appendices. Chapter 2 of this volume contains an overview of the 1985 DoD Surveys of Officer and Enlisted Personnel and Military Spouses. Included in information about the survey design, the sample, data collections, response rates and the questionnaires.

Book excerpt: This report is a contribution to the on-going evaluation of the effectiveness of DoD family policy; they also provide tools for the identification of future areas for policy action. This report is primarily based on data from the 1985 DoD Survey of Military Spouses conducted for OASD(FM & P) by DMDC. Over 41,000 military spouses, married to members of all four active-duty Services, responded to an extensive questionnaire in Spring 1985. The questionnaire included items about personal and family military background, family composition, family moving experiences, knowledge of and satisfaction with family programs and services, civilian labor-force experience and opportunities, economic resources and satisfaction with various aspects of military policy which directly impacts the family. Some major findings are: Majorities of military personnel, especially officers are married. Nearly 60% of all enlisted personnel are married. Military families, especially enlisted, are young, as measured by the wife's age and age of children and duration of marriage. A sizeable minority of wives and husbands of military personnel, especially enlisted, were born outside the U.S. Spouses of military personnel are well-educated. Officers wives tend to be older than enlisted men's wives. About one-fourth of families are currently located overseas.

Book excerpt: A longitudinal data analysis of the 1985 and 1992 Surveys of Officers and Enlisted Personnel and Their Spouses was used to assess the perceptions and attitudes of respondents about various aspects of military life over time. The seven-year time span between the surveys represented a unique period in military history with the occurrence of such events as Operations Desert Shield/Storm, the extensive military drawdown, and the changing role of the military (e.g., peace keeping). The general research approach was to investigate the outcome variables in relationship to a broad range of predictors. Major findings of this study were: (a) the attitudes and opinions of active-duty military members remained stable at the aggregate level from 1985 to 1992; (b) active-duty military members in 1992 had much lower expectations of their chosen careers than did the active-duty military members surveyed in 1985; (c) expected total years of service was the best predictor of officers' career intentions; and (d) family readiness for deployment increased from 1985 to 1992.

Book excerpt: This report is based on data from the 1985 DoD Survey of Officer and Enlisted Personnel (1985 Member Survey) conducted for the Office of the Assistant Secretary of Defense (Force Management and Personnel) by the Defense Manpower Data Center. Almost 19,000 active-duty officers and 70,000 active-duty enlisted personnel in the four Services responded to an extensive questionnaire. The survey asked about personal and military background, economic status, family composition, rotation experience, preparedness, and plans for continuing in the military given alternative policies. Major findings include: total force size has remained relatively stable. Average force size has remained relatively stable. Average experience of enlisted personnel in the volunteer environment has increased. There have been increases in the minority population of the Armed forces Majority of both officers and enlisted were married. Approximately 98,000 military personnel had active-duty spouses. Guaranteeing location assignment and promotion would improve the projected probability of reenlisting for enlisted personnel but guaranteed retraining would have minimal impact. Proportions of officers expecting to serve at least 20 years have increased in all the Services. Overall changes in the average estimates of morale between 1978/9 and 1985 Member Survey were small.

Book excerpt: This report is based on secondary analysis of the 1992 Survey of Officers and Enlisted Personnel and Their Spouses. The survey assessed attitudes toward military and family life, the impact of policy on the family, and factors affecting members' career intentions and perceptions of the military. Differences in responses from members and their spouses were calculated to generate discrepancy scores on common survey items which allowed for new information beyond individual spouse and member responses. Findings showed that: (a) spouses and members differed on selected factual type information (e.g., cost of child care); (b) spouses reported higher overall stress and different sources of stress than did the members (e.g., spouses reported stress from PCS moves, whereas members reported more stress from their jobs); (c) traditional couples (male member, civilian female spouse) reported more stress experienced by the spouse than the member, whereas in non-traditional couples (female member, civilian male spouse), the member reported more stress than did the spouse; and (d) few differences were noted in the reported usage of MWR services by spouses/members.
