In the past, these tanks were used to contain radioactive liquid wastes from various research programs, decontamination operations, and reactor operations. The tanks have since been removed from service for various reasons; the majority were retired because of their age, some due to integrity compromises, and others because they did not meet the current standards set by the Federal Facilities Agreement (FFA). Many of the tanks contain residual radioactive liquids and/or sludges. Plans are to remediate all tanks; however, until remediation of each tank, this Surveillance and Maintenance (S & M) Plan will be used to monitor the safety and inventory containment of these tanks.

Tanks 3001-B, 3004-B, and T-30 are located in concrete vaults and tank 3013 is buried directly in the soil. The maintenance project consists of cutting the existing pipes attached to the tanks; capping the piping to be left in place; removing the tanks and filling the vaults with grout for tanks 3001-B, 3004-B, and T-30; and filling tank 3013 with grout. Because the LLLW line serving tank 3001-B will be needed for discharging the 3001 canal demineralizer back flush and regeneration waste to tank WC-19, tank 3001-B will be replaced with a section of piping.

Book excerpt: The objectives of this low-level liquid wastes study were to (1) determine the requirements for inventory monitoring of inactive (LLLW) tanks at Oak Ridge National Laboratory (ORNL), (2) evaluate the existing inventory of monitoring instruments and determine whether the current requirements for monitoring and leak detection are being met, and (3) recommend improvements or upgrades of the level instruments where needed. The instrumentation was evaluated on the basis of its accuracy, previous experience with the instrumentation, and any other available evaluation data. Instruments were evaluated for their effectiveness in monitoring the liquid inventory. Level instrumentation for 12 of the tanks was considered satisfactory for monitoring liquid inventory and potential leakage. A fist of options was provided for monitoring 12 tanks that are either currently empty or scheduled to be emptied during FY 1992 or 1993. Recommendations were also provided for the Group 5 tanks. Instrument upgrades were determined to be needed for the remaining eight tanks. The study examined the capabilities and limitations of the level-monitoring instruments in use at ORNL and other sites for appropriateness for the tanks requiring upgrades.

Book excerpt: The Federal Facility Agreement (FFA) between the U.S. Environmental Protection Agency (EPA), Tennessee Department of Environment and Conservation (TDEC), and U.S. Department of Energy (DOE) requires that all liquid low-level waste tanks at Oak Ridge National Laboratory removed from service, designated in the FFA as Category D, be remediated in accordance with Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) requirements. A human health risk screening assessment was conducted for inactive Tanks WC-5, WC-6, WC-8, WC-19, 3002-A, 7560, and 7562 as part of an evaluation to determine the method of remediation necessary to safely and permanently isolate and remediate the tanks. Risk screening assessment results indicated that the health risks associated with these tanks were within or below the EPA range of concern of 1 x 10−4 to 1 x 10−6. On the basis of these results and with regulators concurrence, it was determined that either no action or in-place stabilization of the tanks would satisfy risk-based remediation goals. Therefore, decisions were made and approved by DOE to remediate these tanks in-place as maintenance actions rather than actions under the CERCLA process. Letters documenting these decisions were approved by DOE and subsequently submitted to TDEC and EPA, who concurred with the maintenance actions. Tanks WC-5, WC-6, WC-8, WC-19, 3002-A, 7560, and 7562 were isolated from associated piping, electrical systems, and instrumentation and were grouted in-place. Tank 7562 was originally isolated from associated piping and instrumentation and left in-place empty for future remedial consideration. Upon further consideration, the decision was made by DOE, with concurrence by the regulators, to complete the maintenance action of Tank 7562 by grouting it in-place in March 1997.

EPA and Tennessee Department of Environment and Conservation (TDEC) will be requested to approve a change to the FFA removing tanks H-209 and T-30 from the Appendix F list of inactive tanks. The request for removal of tank 7562 from Appendix F will be submitted pending final disposition of the tank. Since the associated tank piping systems remain in-place, it will further be requested that these systems be included as individual sites in Appendix C of the FFA for future remedial consideration.
