While the Civil War was more important to the future of the United States, the Dakota War of 1862 proved far more destructive to the people of Minnesota—both whites and American Indians. It led to U.S. military action against the Sioux, divided the Dakotas over whether to fight or not, and left hundreds of white settlers dead. In Columns of Vengeance, historian Paul N. Beck offers a reappraisal of the Punitive Expeditions of 1863 and 1864, the U.S. Army’s response to the Dakota War of 1862. Whereas previous accounts have approached the Punitive Expeditions as a military campaign of the Indian Wars, Beck argues that the expeditions were also an extension of the Civil War. The strategy and tactics reflected those of the war in the East, and Civil War operations directly affected planning and logistics in the West. Fisk to Army Adjutant General Lorenzo Thomas, in Washington, describing the expedition of soldiers and emigrant settlers he led from Fort Ridgely in Minnesota, to the Rocky Mountain mineral fields of Montana and Idaho, between July 15 and Sept. 4, 1864. The group of 100 covered wagons and 170 men, women, and children leaves Fort Ridgely on July 15, and heads west along the Yellow Medicine River, and St. Peter in Minnesota to Ft. Wadsworth, S.D., in the Coteau des Prairies region, surrounded by the Kettle Lakes. Along the way, Fisk comments on the terrain, its suitability for camping, and the surrounding wildlife. Taking the Long Lake Outlet trail (which Fisk claims is the best he has seen), they proceed onwards to Fort Rice, near the Missouri River in N.D., where Fisk pick ups 50 additional military scouts. When the wagon train is attacked by a Sioux war party, 9 men are killed, and 4 are wounded during the 3 days of fighting, and a scout is sent back to Ft. Rice for help. During the siege, the Indians offer to free a captive white woman, Fannie Kelley, in exchange for supplies and cattle. The expedition is finally forced to return to Ft. Rice, where it disbands. Fisk returns by flatboat down the Missouri River to Sioux City, and reaches St. Paul and Mankato on the St. Peter River by the end of November 1864. Included in the report are a list of the names of the officers of the expedition; the rules and regulations to be followed by all members of the wagon train; copy of a letter of Dec. 2, 1864 to Fisk from S.N. Johnston at Ft. Rice, updating him on recent Indian attacks near the Fort; and notes by Fisk on Gen. Sully's expeditions against the Sioux; the need to change government policy towards the Indians, the desirability of establishing a mining bureau, and the condition of western roads. There is also an itinerary followed by the expedition, indicating date, miles traveled each day, and locations where camp was made.
