Book Submission of the President s Budget in Transition Years

Download or read book Submission of the President s Budget in Transition Years written by and published by . This book was released on 2008 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: At the time of a presidential transition, one question commonly asked is whether the outgoing or incoming President submits the budget for the upcoming fiscal year. Under past practices, outgoing Presidents in transition years submitted a budget to Congress just prior to leaving office and incoming Presidents usually revised them. Six incoming presidents -- Eisenhower, Kennedy, Nixon, Ford, Carter, and Reagan -- revised their predecessor's budget shortly after taking office, while only two Presidents during this period, Johnson and George H.W. Bush, chose not to do so. The deadline for submission of the President's budget, which has been changed several times over the years, was set in 1990 as the first Monday in February. The change made it possible for an outgoing President to leave the annual budget submission to his successor. The two outgoing Presidents since the 1990 change -- George H.W. Bush and Clinton -- exercised this option. Accordingly, the budget was submitted by the two incoming Presidents (Clinton for FY1994 and George W. Bush for FY2002). The last three incoming Presidents that submitted a budget or revised their predecessor's budget (Reagan, Clinton, and George W. Bush) did not submit detailed budget proposals during their transitions until early April; however, each of them advised Congress regarding the general contours of their economic and budgetary policies in a special message submitted to Congress in February concurrently with a presentation made to a joint session of Congress. President George W. Bush has indicated that he will not submit a budget for FY2010, which is subject to a deadline of Monday, February 2, 2009. The Office of Management and Budget will prepare a current services baseline from which the incoming Administration can develop its budget proposals. This report will be updated as developments warrant. When a new Congress convenes in January, one of its first orders of business is to receive the annual budget submission of the President.

We print the paperback book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. If you find a good copy, you could print it using a network printer you share with 100 other people (typically its either out of paper or toner). If it's just a 10-page document, no problem, but if it's 250-pages, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. It's much more cost-effective to just order the bound paperback from Amazon.com This book includes original commentary which is copyright material. Note that government documents are in the public domain. We print these paperbacks as a service so you don't have to. The books are compact, tightly-bound paperback, full-size (8 1/2 by 11 inches), with large text and glossy covers. 4th Watch Publishing Co. is a HUBZONE SDVOSB. https: //usgovpub.com

Book The Mid Session Review of the President s Budget

Download or read book The Mid Session Review of the President s Budget written by and published by . This book was released on 2008 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Budget and Accounting Act of 1921 established for the first time the requirement that the President annually submit a budget to Congress. Under current law (31 U.S.C. 1105(a)), the President is required to submit his annual budget on or after the first Monday in January, but no later than the first Monday in February. For nearly half a century after the 1921 act took effect, Presidents submitted their annual budgets to Congress in January or February but were not required to update the budget submissions later in the session. As the federal budget became larger, more complex, and more dynamic, Congress felt a greater need for more extensive and updated budgetary information from the President. Section 221(b) of the Legislative Reorganization Act of 1970 requires the President to submit to Congress an update of his budget in the middle of the legislative session. The requirement, which was first effective in 1972, is codified at 31 U.S.C. 1106. The update commonly is referred to as the mid-session review, but sometimes is referred to as the supplemental summary of the budget. It often is printed as a House document. During the more than 30 years that the President has been required to submit a mid-session review of his budget, controversy has surfaced occasionally regarding the timing of its submission to Congress. From time to time, Members of Congress have asserted that the President has submitted the mid-session review in a tardy manner in order to gain a political or legislative advantage over Congress. In one instance, some Members attributed an accelerated submission of the mid-session review to the same motivation. This report provides information on the timing of submission of the mid-session review for FY1980-FY2005, a 26-year period that covers all or part of the administrations of five Presidents, applying to the last two years of the Carter Administration and the full four-year or eight-year terms of the Reagan, George H. W. Bush, Clinton, and George W. Bush Administrations. Each of the Presidents submitted at least one mid-session review on time and at least one late. During the 26-year period, the mid-session review was submitted, on average, about two weeks (13.7 days) late. In 10 of the 26 years, the mid-session review was submitted on time. Seven of the 10 timely submissions were made on, or within one day of, the July 15 deadline. In two of the three remaining instances, the mid-session review was submitted in late June; for FY1999, it was submitted on May 26, 1998 -- 50 days ahead of the deadline. In 16 of the 26 years, the submission of the mid-session review was tardy, with delays ranging from one day to 52 days. When a tardy submission occurred, on average it involved a delay of about three weeks (22.2 days). This report will be updated as developments warrant.

Book The Federal Budget

Download or read book The Federal Budget written by Allen Schick and published by Brookings Institution Press. This book was released on 2008-05-31 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: The federal budget impacts American policies both at home and abroad, and recent concern over the exploding budgetary deficit has experts calling our nation's policies "unsustainable" and "system-dooming." As the deficit continues to grow, will America be fully able to fund its priorities, such as an effective military and looking after its aging population? In this third edition of his classic book The Federal Budget, Allen Schick examines how surpluses projected during the final years of the Clinton presidency turned into oversized deficits under George W. Bush. In his detailed analysis of the politics and practices surrounding the federal budget, Schick addresses issues such as the collapse of the congressional budgetary process and the threat posed by the termination of discretionary spending caps. This edition updates and expands his assessment of the long-term budgetary outlook, and it concludes with a look at how the nation's deficit will affect America now and in the future. "A clear explanation of the federal budget... [Allen Schick] has captured the politics of federal budgeting from the original lofty goals to the stark realities of today."—Pete V. Domenici, U.S. Senate

Book Guidelines for Public Expenditure Management

Download or read book Guidelines for Public Expenditure Management written by Mr.Jack Diamond and published by International Monetary Fund. This book was released on 1999-07-01 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries - the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. Edited by Barry H. Potter and Jack Diamond, this publication is intended for a general fiscal, or a general budget, advisor interested in the macroeconomic dimension of public expenditure management.
