This comprehensive account traces the distinct profession’s transition from the asylums of Manitoba, where for seventy years psychiatric nurses had cared for the mentally ill when few others were interested in them, to the halls of academia in Brandon University in 1986, the first university in Canada to grant a baccalaureate degree to psychiatric nurses. This specialty began in the asylums and took further shape in this small prairie university on the banks of the Assiniboine River courtesy of the energy and vision of many dedicated individuals who believed in the legitimate place of psychiatric nursing in the health-care field and pushed hard for its recognition. What makes this story unique is that the emergence of psychiatric nursing in Manitoba—and indeed in Western Canada—countered the established practice of the general nursing regulatory bodies, who viewed psychiatric nursing as a specialty to be pursued at the graduate level. At times this created tension between the two groups. Book excerpt: The 2007 death by self-induced strangulation in prison of nineteen year old inmate Ashley Smith drew a great deal of public attention. The case gave rise to a shocking verdict of homicide in the 2013 inquest into the cause of her death. In this book, I inquire into questions about of what social problem or phenomenon Ashley Smith is a “case,” and what governmental work is done by prevalent constructions of her as an exemplar. This book performs a critical discourse analysis of figures of Ashley Smith that emerge in her case, looking at those representations as technologies of governance. It argues that the Smith case is read most accurately not as an isolated system failure but an extreme result of routine, everyday brutality, of a society and bureaucracies’ gradual necropolitical successes. It critically analyzes how representations of Ashley in the case leave intact, and even reinforce, logics and systems governing gender, motherhood, security, risk, race thinking and exclusion, in power and knowledge that make it predictable for similar deaths in prison to recur. It argues that, in the logics underlying constructions through which Ashley Smith was celebritized and sacralized, mothers’, girls’ and women’s subjectivities and agencies are made unknowable and even unthinkable while the racialized social boundaries of a white settler society are maintained. This book attempts to intervene in those logics to help make alternative outcomes possible and to take steps towards questioning the raced, classed and heteronormative boundaries of commonly assumed figures of the “noble victim”, “good girl” and “good mother” while supporting the agencies of adolescent girls in actively playing a part in the authoring of their lives.

Book excerpt: Drugs are part of every society, consumed for ritual or religious purposes, for pleasure, to enhance athletic performance, or as a means to relieve pain. Throughout the twentieth century, however, an arbitrary and shifting distinction was made between legal drugs that were prescribed and administered by the medical profession, and illegal drugs that were subject to state control and suppression. Illegal in Canada since 1923, marijuana is the most controversial of illegal drugs. Because it lacks the same addictive and harmful qualities of other illegal substances, such as heroin and cocaine, marijuana's negative social impact is questionable. In the 1960s interest groups – including university student associations, certain physicians, and others – began demanding changes to the Narcotics Control Act, which governed the legal status of drugs, to decriminalize or legalize the possession of marijuana. In Not This Time, Marcel Martel explores recreational use of marijuana in the 1960s and its emergence as a topic of social debate. He demonstrates how the media, interest groups, state institutions, bureaucrats and politicians influenced the development and implementation of public policy on drugs. Martel illustrates how two loose coalitions both made up of interest groups, addiction research organizations and bureaucrats – one supporting the existing drug legislation, and the other favoring liberalization of the Narcotics Control Act – dominated the debate over the legalization of marijuana, and how those favoring liberalized drug laws, while influential, had difficulty presenting a unified front and problems justifying their cause while the health benefits of marijuana use were still in question. Exploring both sides of the debate, Martel presents the invigorating history of a question that continues to reverberate in the minds of Canadians.
