To preserve its status as an economic power, therefore, the EU has to become a power across the board, which requires a grand strategy, and the means and the will to proactively pursue one. The authors of this book aim to demonstrate that the EU can develop a purposive yet distinctive grand strategy that preserves the value-based nature of EU external action while also safeguarding its vital economic interests. The book analyses the existing military capability of the European Union and its bottom-up nature, which results in a national-based focus in the member-states, impeding deployment capability. A systematic realignment of national defence planning at the strategic level will enable each member-states to focus its defence effort on the right capabilities, make maximal use of pooling and specialization, and contribute to multinational projects in order to address Europe’s strategic capability shortfalls. A stronger Europe will therefore result, it is argued, a real global actor, which can then become an equal strategic partner to the United States, leading to a revitalized Transatlantic partnership in turn. The engines for this growth are - Knowledge and innovation - Greener and more efficient use of resources - Higher employment combined with social and territorial cohesion This CEPS report takes an in-depth look at this major initiative and finds that the strategy itself needs to be revised in several important respects. First, the authors believe, R&D spending per se is not the best indicator of innovativeness; a new measure, intangible capital, would be more appropriate. Second, while increasing the share of the workforce with a university degree is important for competitiveness and employment, it is the quality of that education that matters more than the quantity. The study also finds that employment targets would be better reached by a skills upgrade among women who have the least education. Concerning climate change, the authors conclude that unless the EU increases the level of its ambition and adds a carbon import tariff, reduction targets for greenhouse gas emissions are likely to have a negligible impact on global climate change. Finally and more generally, the report argues that the 2020 strategy should acknowledge the importance of institutional efficiency at the national level.

In the EU-27, 19 countries have fewer votes in the Council of Ministers than the EU-average. These small states face a series of size-related disadvantages in day-to-day EU negotiations. Against this backdrop the book asks: are some small states better at coping with structural disadvantages than others? How active are small states in participating in day-to-day EU negotiations and why do some states use negotiation strategies more frequently than others? Under which conditions are the different negotiation strategies effective and when can small states punch above their weight? Based on more than 100 interviews with policy-makers and an analysis of a unique database on the negotiation activities of EU member states, this book explains how active participation is essential for the shaping success of small states and shows that small states are more influential with persuasion-based rather than bargaining-based strategies. Two case studies on the pesticides and the spirit drinks regulations further reveal that persuasion strategies are especially effective if the arguments match the nature of the issue at stake and resonate well with prior beliefs of addressees. No other study comprehensively analyzes small states in a comparative perspective, examines their activity levels in EU negotiations and outlines which conditions are needed for the effectiveness of a broad range of strategies.
