Book excerpt: The Project on National Security Reform submitted its 2-year study of the national security system, Forging a New Shield, to the President, President-elect, and Congress on November 26, 2008. Before the Project finalized the report's recommendations, its Vision Working Group tested the findings against a diverse set of scenarios to determine if the recommendations were robust and effective. This volume documents the scenario-testing process used by the Vision Working Group and includes the actual pre-reform and post-reform scenarios and details many other scenario techniques used in the overall study. Results revealed that each of the five major findings improved the performance of the current national security system, but, on the whole, the findings concluded that the national security system was at risk of failure and needed serious reform. The work of the Vision Working Group has led to the formulation of an additional recommendation: The country must establish a mechanism to infuse greater foresight into the Executive Branch, and in particular the national security system. This proposed mechanism, named the Center for Strategic Analysis and Assessment, would exist and operate within the Executive Office of the President. This volume details the proposed architecture and operation of the Center.

Two decades after Mikhail Gorbachev initiated his regime-wrecking radical reforms, Russia has reemerged as a superpower. It has survived a hyperdepression, modernized, restored private property and business, adopted a liberal democratic persona, and asserted claims to global leadership. Many in the West perceive these developments as proof of a better globalized tomorrow, while others foresee a new cold war. Globalizers contend that Russia is speedily democratizing, marketizing, and humanizing, creating a regime based on the rule of law and respect for civil rights. Opponents counterclaim that Russia before and during the Soviet period was similarly misportrayed and insist that Medvedev's Russia is just another variation of an authoritarian "Muscovite" model that has prevailed for more than five centuries. The cases for both positions are explored while chronicling events since 1980, and a verdict is rendered in favor of Muscovite continuity. Russia will continue challenging the West until it breaks with its cultural legacy.

In particular, it focuses on the implementation of educational and exchange programs by the US Departments of State and Defense toward China. Implementation is the focal point of this study and is utilized both as a practical process and a methodology. It refers to the process of translating a public diplomacy policy goal—the specific order given to a governmental institution in order to achieve a general foreign policy objective—into public diplomacy practices and impact. In addition, it refers to a research method that centers implementation and accepts the prerequisite of discretion from studies of policy implementation. This book maps out where and by whom implementation discretion is exercised in public diplomacy. It argues that public diplomacy is in the eye of the beholder, and that its meanings can vary significantly according to different actors.

Book excerpt: From race-based pharmaceutical prescriptions and marketing, to race-targeted medical “hot spotting” and the Affordable Care Act, to stem-cell trial recruitment discourse, Subprime Health is a timely examination of race-based medicine as it intersects with the concept of debt. The contributors to this volume propose that race-based medicine is inextricable from debt in two key senses. They first demonstrate how the financial costs related to race-based medicine disproportionately burden minorities, as well as how monetary debt and race are conditioned by broader relations of power. Second, the contributors investigate how race-based medicine is related to the concept of indebtedness and is often positioned as a way to pay back the debt that the medical establishment—and society at large—owes for the past and present neglect and abuses of many communities of color.
