Book excerpt: A central goal of the Army Transformation is a large reduction in the amount of combat service support (CSS) personnel and equipment- the CSS footprint-in the combat zone. Reduced footprint will enhance not only strategic mobility through increased deployment speed but also operational and tactical mobility, key parts of emerging Objective Force operational concepts that envision a last-paced, nonlinear battlefield with forces rapidly shifting across large distances. The wide dispersion of units and unsecure lines of communication that will result from these envisioned nonlinear operations lead to a second goal: self-sufficient maneuver units during operational "pulses." To achieve these goals, the Army must improve the supportability of future systems and the effectiveness of the logistics system, which together determine the sustainability of the Army's weapon systems. To drive such improvements, the Army needs to identify an effective set of equipment sustainment requirements for weapon system programs that are aligned with Objective Force operational concepts. To assist with this task, the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASAALT) asked RAND Arroyo Center to develop a set of metrics to define equipment sustainment requirements and to assess their potential merit as key performance parameters (KPPs).

Book excerpt: To produce a strategically responsive force, the Army has embarked on a transformation effort to make power projection capabilities a reality. To be strategically responsive, the Army must be able to rapidly move or project forces that have sufficient power to execute a broad spectrum of missions. The Army has laid out a set of three CSS transformation goals to support this overall transformation effort. The first goal is to reduce footprint in the combat zone to improve strategic mobility and to improve operational mobility. The second goal, focused on strategic mobility, is to reduce deployment timelines. The targets are 96 hours for a brigade combat team (BCT), 120 hours for a division, and 30 days for five divisions (and the requisite support). We term these two goals "power projection goals." Beyond these two goals, there is a third: reducing the cost of logistics while maintaining warfighting capability. Rather than an end in itself, this is a means to fund new Army capabilities. We term this a "business process transformation goal," which might be viewed as a second, simultaneous transformation that is focused internally on how the Army does its business. In this document we only examine the first two goals - the power projection goals - describing the strategies emerging to reach these goals and presenting metrics for assessing progress toward achieving them. The intent of this research was to distill, from the Army's Interim and Objective Force design efforts and other sources, strategies for achieving the Army's power projection oriented CSS transformation goals. With respect to the proposed complementary metrics-based framework for evaluating further force design efforts, we illustrate the use of these metrics through an examination of the Stryker Brigade Combat Team (SBCT).

Book excerpt: Since the George W. Bush Administration announced its proposal to reduce the U.S. military overseas basing posture, strategic mobility has been the topic of many policy discussions. The Administration's identification of transformation as a major goal for the Department of Defense (DOD), technological advances, the Quadrennial Defense Review (QDR) deployment goals, and anti-access issues also have relevance with regard to the topic of strategic mobility. The issue for the 109th Congress is to determine which investments should be pursued today to develop strategic mobility platforms to meet tomorrow's National Security Strategy requirements. Several studies pertain to strategic mobility innovation. These studies include the DOD's Mobility Requirements Study for 2005, the Department of Army's Advanced Mobility Concepts Study (AMCS), the Institute of Defense Analyses' Assessment of the AMCS, a Defense Science Board (DSB) Mobility Study, and the DOD's Transformation Planning Guidance. These studies, along with current U.S. strategic mobility inventories and strategic mobility funding trends, all pertain to the discussion. They examine issues such as DOD's million-ton-mile per day requirement, future mobility concepts and feasibilities, the importance of decreasing the Services' deployment footprint, transformation roadmaps, the DOD's current strategic mobility inventories, and airlift/sealift future funding trends. Research identifies at least 11 potential strategic mobility platforms, which include four sealift vehicles and seven airlift vehicles. The four sealift vehicles assessed in this report are the Shallow-Draft High Speed Sealift, the Fast SealiftMonohull, the Navy Vision Trimaran High Speed Sealift, and the Navy Vision Surface Effect Ship High Speed Sealift. The seven airlift vehicles assessed are the Global Range Transport, the Super-Short, Take-off and Landing Aircraft, spiral development of the C-17 - Payload/Range Expansion Program, the Ultra-Large Airlifter, unmanned aerial vehicles, the Wing-in-Ground Effect Aircraft, and Seaplanes. Strategic mobility innovation raises potential oversight questions for Congress in the following areas: (1) Does Congress have sufficient information about the DOD's plans for lift and potential lift platforms to adequately assess investment options? (2) To what degree, if any, should government funding be used to develop new lift platforms? (3) What mix of lift platforms might be appropriate to both meet future U.S. commercial lift needs and potentially assist in meeting future military strategic lift requirements? (4) Should any of these lift platforms be developed and procured in part to support the defense industrial base? (5) Should procurement of airlift/sealift be expanded beyond current DOD plans, and if so, by how much, and with what platforms?

Future conflicts are not likely to develop in the leisurely fashions of the past where tactical doctrines could be refined on the battlefield itself. It is, therefore, imperative that we apprehend future problems with as much accuracy as possible. One means of doing so is to pay particular attention to the business of how the Army's doctrine has developed historically, with a view to improving methods of future development.

Moreover, the strategic environment makes it entirely unclear where, or when, or for what strategic purposes U.S. ground forces will find themselves committed to battle in coming decades. Yet, both the strategic environment as well as the harsh lessons of the past have a direct bearing on why the Army has begun the processes of transformation. The study of the past cannot lead to prediction as to the nature and conduct of war in the 21st century, but it does underline that sometime in the future the Army will find itself committed to a major conflict. Moreover, the nature of the current strategic environment suggests the parameters within which the future Army will have to operate. Finally, history is crucial to understanding what factors and approaches might best prepare the Army to meet future threats. This introduction, then, represents an attempt to set out for the reader the issues-past, present, and future-that could best frame the Army's approach to transformation and innovation. The past is crucial to understanding why ground forces will always be essential to achieving the political aims for which wars are fought. Moreover, the current strategic environment indicates that U.S. military forces are going to have to readdress the two old questions of time and distance. The United States cannot escape the geographic realities that two great oceans separate it from much of the rest of the world by two great continents.

Book excerpt: The mission of the United States Army is to fight and win our nation's wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. Force Multiplying Technologies also explores options for the Army to operate with the other services and improve its support of Special Operations Forces. This report provides a logistics-centric research and development investment strategy and illustrative examples of how improved logistics could look in the future.

This paper focuses on what I believe are the two key concepts that most accurately describe strategic mobility--readiness and sustainability. Two cases studies are developed to serve as points of reference in explaining how readiness and sustainability combine to form strategic mobility. The first case study describes how the United Kingdom projected a military force to the South Atlantic in response to the Falkland Islands' crisis in 1982. The second case study depicts the United States' military deployment to Saudi Arabia following the Iraqi invasion of Kuwait in August 1990. Following the case studies, an analysis of strategic mobility is presented.

Book excerpt: The Bolshevik leaders who built the Red Army from the shattered remnants of the Imperial Russian Army after World War I were far more innovative and pragmatic than usually believed. These men had a clear vision of what they needed from their armed forces and sustained that vision through years of sustained combat. Many of their efforts were squandered, however, when they attacked an enemy that was far different from the forces they had built their Army against. In the end, a force that had triumphed against incredible odds to dominate a substantial portion of the earth's landmass was thrown back and humiliated by a second-rate power. This case study illuminates the dangers inherent in simultaneously conducting sustained combat operations and military transformation. Ominously, many of these same trends are currently manifesting themselves in American military transformation efforts.
