Book excerpt: The significance of populist parties and their presence in party systems is undeniable. Parties like the Dutch Freedom Party, the French National Front, and the Five Star Movement in Italy rank among the largest political parties in their party systems. Absorbing the Blow examines the effect of populist parties on eleven European party systems. The results are mixed. The book finds that impact often depends on the influence that populist parties have had on mainstream political parties -- those that hitherto dominated party competition. In some instances, populist parties reinforce existing patterns of competition and government formation. Party systems that were bipolar continue to be bipolar. In others change occurs, either because populist parties make it difficult for mainstream parties to form coalitions that were hitherto possible, or because their presence allows mainstream parties to form coalitions that were not previously conceivable. This collection seeks to analyse the way in which mainstream parties absorb the blow of populist party activity, and concludes that populist parties are one of several factors contributing to changes in party systems.

Book excerpt: Parliamentary democracy is the most common regime type in the contemporary political world, but the quality of governance depends on effective parliamentary oversight and strong political parties. Denmark, Finland, Iceland, Norway, and Sweden have traditionally been strongholds of parliamentary democracy. In recent years, however, critics have suggested that new challenges such as weakened popular attachment, the advent of cartel parties, the judicialization of politics, and European integration have threatened the institutions of parliamentary democracy in the Nordic region. This volume examines these claims and their implications. The authors find that the Nordic states have moved away from their previous resemblance to a Westminster model toward a form of parliamentary democracy with more separation-of-powers features—a Madisonian model. These features are evident both in vertical power relations (e.g., relations with the European Union) and horizontal ones (e.g., increasingly independent courts and central banks). Yet these developments are far from uniform and demonstrate that there may be different responses to the political challenges faced by contemporary Western democracies.

Book excerpt: A biography of Vidkun Quisling, focusing on his role in the political life of Norway before and during World War II. The racism of his National Union Party was directed mainly against Jews, with systematic attacks in the party press. Despite the small number of Jews in Norway, Quisling maintained that they were a threat because of their Bolshevik connections and their possession of the world's wealth, stating that the Jews wanted to incorporate Norway into a Marxist world-state under their domination. He attacked a proposal to allow Jewish refugees to settle in Norway in the 1930s. Quisling conspired with the Nazis to occupy Norway and served as Minister President under their authority. Incarceration of Jews and confiscation of their property began in 1941, and deportations in the fall of 1942; most of those deported died in Auschwitz. At Quisling's trial for treason after the war, one of the counts of the indictment was that he contributed to the death of Jews by encouraging their deportation to Nazi extermination camps. He was executed in October 1945.

The model is transformed from below, through the changing democratic infrastructure, as well as from above, with privatization and market reform in the public sector. The focus is Norway, but the book is a comparative analysis of a paradigm case with relevance far beyond its own borders. Leading scholars from national election studies teams present a detailed account of voter turnout, party identification, satisfaction with democracy, preferential voting, government support and party choice. The five-nation study is based on a comparative data set prepared uniquely for this book that allows for comprehensive analysis of the diversity in voting behaviour in the Nordic countries, as well as discrepancies between Nordic and non-Nordic countries. The book counters the widespread tendency for comparative analyses to lump Nordic countries together. Its general claim, substantiated by a unique and extensive empirical analysis of voter behaviour, is that the differences between the Nordic countries are in fact so large – in terms of institutional settings and micro-level voting behaviour – that there is no justification for making general claims about a typical ‘Nordic voter’. The authors challenge presumptions about ‘remarkable similarities’ between Nordic voters, revealing numerous examples of remarkable dissimilarities between voters in the Nordic countries.

Do they prefer rather distant relationships with a wide range of interest groups – or have they virtually detached themselves from civil society altogether? Scholars seem to agree that traditionally close relationships – such as those between social democratic parties and trade unions – have grown weaker since the 1960s. But to date only limited systematic research has been conducted. While parties and interest groups attract a great deal of attention from political scientists, the links between them have been largely overlooked. This book is an attempt to bridge the gap, starting from the party side of the relationship. It throws new light on the topic by presenting a theory-driven, comprehensive study of Norway's seven major political parties and their relationships with interest groups at the beginning of the new millennium. Based on original and extensive data, including party documents, in-depth interviews with key players and a survey of national party elites, Elin Haugsgjerd Allern paints a nuanced picture of the nature and significance of these relationships and the factors that shape them. A major conclusion is that Norway's parties tend to maintain rather distant but wide-ranging relationships with interest groups today. However, some parties still have fairly strong links with their traditional associates and a narrower network of links with other groups. Hence, Allern also shows that significant differences exist between parties that are apparently exposed to the same social, political and institutional environment.
