First, during the time of the National Policy, Saskatchewan was portrayed to immigrants as a promised land. This period served as the psychological and economic foundation for the provice. When belief in Saskatchewan as a promised land was shattered by the Great Depression and Dirty Thirties, the myth was reconstituted through the inspiration of the social gospel. It was then politically reinvigorated in the meaning of medicare and has been expressed in recent decades through the competing visions for economic development. Through all these eras, no matter what the tides of politics, there remained one constant--the singular, collective idea that Saskatchewan was a special place with unrealized potential. Some explanations highlight internal factors like factionalization, whereas others stress external factors like repression. Christian Davenport offers an alternative explanation where both factors interact. Drawing on organizational, as well as individual-level, explanations, Davenport argues that social movement death is the outgrowth of a coevolutionary dynamic whereby challengers, influenced by their understanding of what states will do to oppose them, attempt to recruit, motivate, calm, and prepare constituents while governments attempt to hinder all of these processes at the same time. Davenport employs a previously unavailable database that contains information on a black nationalist/secessionist organization, the Republic of New Africa, and the activities of authorities in the US city of Detroit and state and federal authorities.

Before 1962, access to medical care was predicated on ability to pay and private health insurance. After 1962, access to needed medical care became a right in Saskatchewan, later extended to the rest of Canada. The battle to establish medicare was hard fought and in the front lines were community clinics, non-profit, consumer-controlled health co-operatives offering interdisciplinary primary care. Stan Rands was one of the key individuals who established and managed community clinics in Saskatchewan. Here is his story of how the medicare battle was fought by those who not only wanted to eliminate money as a barrier to care but also wanted to change the way health care was delivered. This is the inside story of a more radical vision of medicare, one that has still not been achieved in Canada.

Book excerpt: In Democracy in Alberta: The Theory and Practice of a Quasi-Party System, published in 1953, C. B. Macpherson explored the nature of democracy in a province that was dominated by a single class of producers. At the time, Macpherson was talking about Alberta farmers, but today the province can still be seen as a one-industry economy—the 1947 discovery of oil in Leduc having inaugurated a new era. For all practical purposes, the oil-rich jurisdiction of Alberta also remains a one-party state. Not only has there been little opposition to a government that has been in power for over forty years, but Alberta ranks behind other provinces in terms of voter turnout, while also boasting some of the lowest scores on a variety of social welfare indicators. The contributors to Alberta Oil and the Decline of Democracy critically assess the political peculiarities of Alberta and the impact of the government’s relationship to the oil industry on the lives of the province’s most vulnerable citizens. They also examine the public policy environment and the entrenchment of neoliberal political ideology in the province. In probing the relationship between oil dependency and democracy in the context of an industrialized nation, Alberta Oil and the Decline of Democracy offers a crucial test of the “oil inhibits democracy” thesis that has hitherto been advanced in relation to oil-producing countries in the Global South. If reliance on oil production appears to undermine democratic participation and governance in Alberta, then what does the Alberta case suggest for the future of democracy in industrialized nations such as the United States and Australia, which are now in the process of exploiting their own substantial shale oil reserves? The environmental consequences of oil production have, for example, been the subject of much attention. Little is likely to change, however, if citizens of oil-rich countries cannot effectively intervene to influence government policy.
