But as government becomes ever more complex, with bureaucracy growing ever deeper and wider, how can these multiplying numbers of unelected bureaucrats be held accountable? The answer, more often than not, comes in the form of inspectors general, monitors largely independent of the management of the agencies to which they are attached. How, and whether, this system works in America is what Nadia Hilliard investigates in The Accountability State. Exploring the significance of our current collective obsession with accountability, her book helpfully shifts the issue from the technical domain of public administration to the context of American political development. Inspectors general, though longtime fixtures of government and the military, first came into prominence in the United States in the 1970s in the wake of evidence of wrongdoing in the Nixon administration. Their number and importance has only increased in tandem with concerns about abuses of power and simple inefficiency in expanding government agencies. Some of the IGs Hilliard examines serve agencies chiefly vulnerable to fraud and waste, while others, such as national security IGs, monitor the management of potentially rights-threatening activities. By some conventional measures, IGs are largely successful, whether in savings, prosecutions, suspensions, disbarments, or exposure of legally or ethically questionable activities. However, her work reveals that these measures fail to do justice to the range of effects that IGs can have on American democracy, and offers a new framework with which to evaluate and understand them. Within her larger study, Hilliard looks specifically at inspectors general in the US Departments of Justice, State, and Homeland Security and asks why their effectiveness varies as much as it does, with the IGs at Justice and Homeland Security proving far more successful than the IG at State.

It was on February 6, 1993, that the United States was first attacked on its own soil by foreign terrorists. A zealous band of Middle Easterners, holy warriors determined to punish the U.S. for its supposed transgressions against Islam, packed over a ton of home made explosives into the back of a rented van. They drove their bomb across the Hudson from New Jersey, maneuvered it through downtown traffic and parked it in the underground garage at the Vista Hotel, beneath the twin towers of the World Trade Center. They lit a long fuse, which allowed them time to get back to New Jersey to watch the results of the explosion on CNN. Before leaving, he phoned the Associated Press and claimed responsibility for the bombing in the name of the Arab Liberation Army, a terrorist group led by Saudi exile Osama bin Laden. A succession of such brazen crimes has revealed complex connections among terrorist groups with an implacable hostility toward Western civilization. Outrages such as the assassination of the Jewish Defense League founder Meier Kahane, a huge plot in the Philippines to plant bombs on intercontinental airlines and to assassinate the Pope, the bombing of U.S. embassies, culminating in the African embassy bombings of 1998, the attack on the USS Cole in 1999, and the devastating attack on the World Trade Center in 2001 have made it clear that a worldwide network of terrorists led by Osama bin Laden is making war on the United States. On the front lines combating these terrorists in 150 countries around the world have been the 1,200 agents of the U.S. Department of State's Diplomatic Security Service. He is in the tradition of the Jewish thinking that began with Sa'adia Gaon and reached its highest expression in Maimonides. These thinkers believed that Judaism must confront some systematic view of the universe. Sa'adia did this with Kalam, ibn Gabirol with Neo-Platonism, and Maimonides with Aristotelianism. Schwarzschild does it with Neo-Kantianism. From this confrontation, Schwarzschild derives important insights into the nature and structure of contemporary Judaism and Jewish existence in the post-modern world. Menachem Kellner brings together thirteen of Schwarzschild's Jewish (as opposed to straightforwardly philosophical) writings. Included are important discussions of messianism, death of God theology, ethics, aesthetics, and politics. The common concerns underlying these essays are Neo-Kantian idealism and messianism. In an afterword written especially for this book, Schwarzschild shows that these two foci are really one. In an introductory essay, Menachem Kellner explores the philosophic underpinning of Schwarzschild's non-Marxist socialism, pacifism, and messianism; and of his critiques of Christianity, political conservatism, and Zionism.

Rudolph and Susanne Hoeber Rudolph focus on this modern-day pursuit by offering a comprehensive analysis of India's political economy. India occupies a paradoxical plane among nation states: it is both developed and underdeveloped, rich and poor, strong and weak. These contrasts locate India in the international order. The Rudolphs' theory of demand and command polities provides a general framework for explaining the special circumstances of the Indian experience. Contrary to what one might expect in a country with great disparities of wealth, no national party, right or left, pursues the politics of class. Instead, the Rudolphs argue, private capital and organized labor in India face a "third actor"—the state. Because of the dominance of the state makes class politics marginal, the state is itself an element in the creation of the centrist-oriented social pluralism that has characterized Indian politics since independence. In analyzing the relationship between India's politics and its economy, the Rudolphs maintain that India's economic performance has been only marginally affected by the type of regime in power—authoritarian or democratic. More important, they show that rising levels of social mobilization and personalistic rule have contributed to declining state capacity and autonomy. At the same time, social mobilization has led to a more equitable distribution of economic benefits and political power, which has enhanced the state's legitimacy among its citizens.
