Book The Lost Translators of 1808 and the Birth of Civil Law in Louisiana

Download or read book The Lost Translators of 1808 and the Birth of Civil Law in Louisiana written by Vernon Valentine Palmer and published by University of Georgia Press. This book was released on 2021-02-01 with total page 158 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1808 the legislature of the Louisiana territory appointed two men to translate the Digest of the Laws in Force in the Territory of Orleans (or, as it was called at the time, simply the Code) from the original French into English. Those officials, however, did not reveal who received the commission, and the translators never identified themselves. Indeed, the “translators of 1808” guarded their secret so well that their identities have remained unknown for more than two hundred years. Their names, personalities, careers, and credentials, indeed everything about them, have been a missing chapter in Louisiana legal history. In this volume, Vernon Valentine Palmer, through painstaking research, uncovers the identity of the translators, presents their life stories, and evaluates their translation in the context of the birth of civil law in Louisiana. One consequence of the translators' previous anonymity has been that the translation itself has never been fully examined before this study. To be sure, the translation has been criticized and specific errors have been pointed out, but Palmer's study is the first general evaluation that considers the translation's goals, the Louisiana context, its merits and demerits, its innovations, failures, and successes. It thus allows us to understand how much and in what ways the translators affected the future course of Louisiana law. The Lost Translators, through painstaking research, uncovers the identity of the translators, presents their life stories, and evaluates their translation in the context of the birth of civil law in Louisiana.

Book A Special Report to the President and to the Congress of the United States

Download or read book A Special Report to the President and to the Congress of the United States written by United States. National Advisory Council on Extension and Continuing Education and published by . This book was released on 1979 with total page 152 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report points out that the U.S. is virtually alone among industrialized countries in having no officially recognized body through which a dialog can be sustained on adult education matters. Furthermore, the delivery system is too often prevented from delivering needed services by its near-total dependence on tuition income. Activities of the National Advisory Council speak to these and other national issues, describing public hearings, meetings with concerned officials and representatives, and recommendations for action. The report recommends to the President that the Executive Branch activate its leadership potential in educational planning, policy, and program development for the unserved and underserved adult learner; expand the scope of NIE (National Institute of Education) research activities; and encourage ICA (International Communications Agency) support for adult and continuing education. The Congress is requested to reauthorize Title 1 of the Higher Education Act to improve ways of meeting adult learning needs. Congress, the report emphasizes, should find ways to encourage and support those who are unable to study full-time and who are discriminated against economically. Appendixes include an executive summary and discussion of federal policies for postsecondary continuing education, an analysis of the current federal role in support of such education, and a summary of public hearings on Title 1. (CP).

Book Strengthening Forensic Science in the United States

Download or read book Strengthening Forensic Science in the United States written by National Research Council and published by National Academies Press. This book was released on 2009-07-29 with total page 348 pages. Available in PDF, EPUB and Kindle. Book excerpt: Scores of talented and dedicated people serve the forensic science community, performing vitally important work. However, they are often constrained by lack of adequate resources, sound policies, and national support. It is clear that change and advancements, both systematic and scientific, are needed in a number of forensic science disciplines to ensure the reliability of work, establish enforceable standards, and promote best practices with consistent application. Strengthening Forensic Science in the United States: A Path Forward provides a detailed plan for addressing these needs and suggests the creation of a new government entity, the National Institute of Forensic Science, to establish and enforce standards within the forensic science community. The benefits of improving and regulating the forensic science disciplines are clear: assisting law enforcement officials, enhancing homeland security, and reducing the risk of wrongful conviction and exoneration. Strengthening Forensic Science in the United States gives a full account of what is needed to advance the forensic science disciplines, including upgrading of systems and organizational structures, better training, widespread adoption of uniform and enforceable best practices, and mandatory certification and accreditation programs. While this book provides an essential call-to-action for congress and policy makers, it also serves as a vital tool for law enforcement agencies, criminal prosecutors and attorneys, and forensic science educators.

Book excerpt: In a region famous for its flamboyant politicians, Earl K. Long was one of the most flamboyant of them all. This first full-scale biography of the former Louisiana governor explores his controversial life-style and his strong family ties, his raw humor and his political savvy, his abuse of power and his accomplishments in the areas of civil rights and public services. Michael L. Kurtz and Morgan D. Peoples provide new information from recently declassified FBI files concerning Earl's ties with organized crime figures, give the first comprehensive account of his stays in mental institutions in 1959, and offer factual information about his notorious relationship with the stripper Blaze Star. Based on more than two decades of research in a variety of sources, this important biography fills a serious gap in the history of modern Louisiana politics.
