Since the end of the Cold War, the contributions of spacepower to national security and military operations have become increasingly visible in the open press, leading to an increased stated need for a comprehensive spacepower theory. This research is focused toward that need. It explores the central themes and specific points of the "theoretical masters" of land, sea and air, in order to draw analogies to the emerging presence of military spacepower. Space will continue to aid combat in other mediums as it offers persistence, range, and near instantaneous speed-enabling a global presence that is unmatched by capabilities in any other medium. However, for spacepower to emerge as a fully competent component of the future joint force, or simply to mature as a combat arm within the US Air Force, a body of serious thought must be given to why we need spacepower and what we intend it to do. Through this analysis, five lessons emerge for spacepower theory: (1) Spacepower must control space lines of communication; (2) Decisive points are key to space control; (3) Spacepower requires superior observation capabilities and the ability to take offensive action; (4) Robust spacepower could lead to enemy paralysis; and (5) Spacepower requires masters of the space medium.

Book excerpt: This book explains on what basis a nation can claim the status of space power, what are the criteria differentiating a space power from “lesser” space actors, and how their spacepower can be empirically measured and assessed. To this end, it sets forth a comprehensive multidisciplinary framework to enable a dynamic comparison of space actors and of the pathways that lead them in and out of the space powers’ club. Drawing upon a critical review of the existing literature, it conceptualises spacepower as a form of state power based on the complex interplay between the two defining dimensions of stateness, namely the well-studied dimension of capacity and the often neglected yet exceedingly important dimension of autonomy. The book demonstrates that only actors possessing high levels of both autonomy and capacity qualify as space powers. Different levels of either capacity or autonomy produce other types of space actors, including skilled spacefarers, self-reliant spacefarers, primed spacefarers, and emerging space actors. This innovative conceptual framework is complemented by an in-depth comparative assessment that collects and processes a large amount of hard-to-find data on the most active global space actors and aggregates multiple indicators into a compound, non-hierarchical index of space power visualised in the form of a matrix.

Yet until now, the exploration and utilization of space has generally reflected – but not challenged – the political patterns and impulses which characterized twentieth-century politics and International Relations. This edited volume analyses a number of controversial policies, and contentious strategies which have promoted space activities under the rubric of exploration and innovation, militarization and weaponization, colonization and commercialization. It places these policies and strategies in broader theoretical perspective in two key ways. Firstly, it engages in a reading of the discourses of space activities: exposing their meaning-producing practices; uncovering the narratives which convey certain space strategies as desirable, inevitable and seamless. Secondly, the essays suggest ways of understanding, and critically engaging with, the effects of particular space policies. The essays here seek to ‘bring back space’ into the realm of International Relations discourse, from which it has been largely removed, marginalized and silenced. The various chapters do this by highlighting how activities in outer space are always connected to earth-bound practices and performances of the every day. The Air Force fielded a powerful conventional arm well rehearsed in the tactics required to operate over a central European battlefield. Then, in a matter of days, the 1990 invasion of Kuwait altered key assumptions that had been developed over the previous decade and a half. The USAF faced a different foe employing a different military doctrine in an unexpected environment. Instead of disrupting a fast paced land offensive, the combat wings of the United States Central Command Air Forces (CENTAF) were ordered to attack a large, well fortified, and dispersed Iraqi ground force. The heart of that ground force was the Republican Guard Forces Command (RGFC). CENTAF's mission dictated the need to develop an unfamiliar repertoire of tactics and procedures to meet theater objectives. How effectively did CENTAF adjust air operations against the Republican Guard to the changing realities of combat? Answering that question is central to this study, and the answer resides in evaluation of the innovations developed by CENTAF to improve its operational and tactical performance against the Republican Guard. Effectiveness and timeliness are the primary criteria used for evaluating innovations.

If the former, then one can see airpower as a revolutionary leap along the continuum of war; but if the latter, then airpower is simply another weapon that joins the arsenal along with the rifle, machine gun, tank, submarine, and radio. This book implicitly assumes that airpower has brought about a revolution in war. It has altered virtually all aspects of war: how it is fought, by whom, against whom, and with what weapons. Flowing from those factors have been changes in training, organization, administration, command and control, and doctrine. War has been fundamentally transformed by the advent of the airplane.
