Book excerpt: Southern Africa’s maritime interests are considerable: its oceans and ports are essential to the wealth of the region, are crucial for trade and are an important source of employment, food and energy. However, regional governments do not place sufficient attention on the Blue Economy and its potential to stimulate economic growth. Of the 17 UN Sustainable Development Goals, goal Number 14 (Life Below Water) is the least funded. Less than 1% of Official Development Assistance goes toward this goal, and even private investment and funding from philanthropic organizations is grossly inadequate to meet Africa’s blue economy needs. It is vital for the international community to face up to the challenges of Africa’s Blue Economy and start working on solutions and for southern Africa’s Blue Economy policies and goals to be expanded. Just as sustainable development green initiatives show promise, so too could Blue Economy projects and activities. Southern Africa’s rich coastal and marine resources need to be managed on both a national and regional level if they are to be used in a long-term, sustainable way. This book provides, for the first time, a concise study of the constraints and opportunities that the Blue Economy offers for southern Africa and the role that the Southern African Development Community (SADC) could play in fostering a sustainable use of its ocean and coastal resources.

Prof. Li is the Chair of the Network of Southern Think Tanks and Chair of the China International Development Research Network. André de Mello e Souza is a researcher at the Institute for Applied Economic Research (IPEA), a Brazilian governmental think tank. Elizabeth Sidiropoulos is Chief Executive of the South African Institute of International Affairs. She has co-edited Development Cooperation and Emerging Powers: New Partners or Old Patterns (2012) and Institutional Architecture and Development: Responses from Emerging Powers (2015). Dorothea Wehrmann is a researcher in the Inter- and Transnational Cooperation programme at the German Development Institute.

Book excerpt: South Africa’s transition to a greener economy features prominently in the long-term development vision of the country, and is an integral part of the country’s national climate change response strategy. Despite significant gains in socio-economic development since its transition to democracy, the country continues to face the triple challenges of rising unemployment, income inequality and poverty – amid a slowdown in economic growth. Sustainability transitions offer new ways of shifting the trajectory of South Africa’s resource-intensive economy towards low-carbon pathways linked to the country’s transformative development agenda. Calls for inclusive approaches to greening the South African economy, which addresses the most vulnerable in society and ensures that the benefits of sustainability innovations reach all South Africans, are becoming more pronounced as sustainable development policy reforms are being implemented. The question that should be placed centre stage in South Africa’s sustainability discourse is whether notions of justice and inclusivity are being sufficiently addressed in the design and implementation of policy and programme interventions. This book explores South Africa’s sustainability transition through reflections on critical policy, economic, technological, social and environmental drivers. It provides a synthesis of theoretical insights, including new models and concepts, and praxis through illustrations from South Africa’s growing landscape of sustainable development policies and programmes. Finally, it assesses whether these transition pathways are beginning to reconfigure the system-level structures hindering the country’s goal of ‘ensuring environmental sustainability and an equitable transition to a low-carbon economy’.

Even prior to the formulation of the UN Sustainable Development Goals (SDGs), the EU has insisted upon the need for sustainable approaches to poverty reduction and economic growth in the Global South. When examining EU relations with African countries as part of the African, Caribbean and Pacific (ACP) group, however, it becomes clear that the translation of Europe’s sustainability discourse into practice is highly problematic. Notably, there are concerns that the EU’s free market approach to development – embodied in its EPA trade deals – is incompatible with genuine, pro-poor forms of sustainable growth. Moreover, the EU is often seen as a hegemonic actor whose trade and aid interventions in Africa often do more to perpetuate poverty than to ameliorate it. This book casts a critical light on Africa-EU relations with regards to the EU’s sustainability pledges. It does this through looking at an array of issues – not least trade, aid, the environment, and democratic institutions. In this vein, the book poses a challenge to EU trade and development discourse in the era of the UN SDGs. The chapters in this book were originally published as a special issue in Third World Thematics: A TWQ Journal.
