In Socialist Heritage, ethnographer and historian Emanuela Grama explores the socialist state’s attempt to create its own heritage, as well as the ongoing legacy of that project. While many argue that the socialist regimes of Central and Eastern Europe aimed to erase the pre-war history of the socialist cities, Grama shows that the communist state in Romania sought to exploit the past for its own benefit. The book traces the transformation of Bucharest’s Old Town district from the early twentieth century into the twenty-first. Under socialism, politicians and professionals used the district’s historic buildings—especially the ruins of a medieval palace—to emphasize the city’s Romanian past and erase its ethnically diverse history. Since the collapse of socialism, the cultural and economic value of the Old Town has become highly contested. Its poor residents decry their semi-decrepit homes, while entrepreneurs see it as a source of easy money. Such arguments point to recent negotiations about the meanings of class, political participation, and ethnic and economic belonging in today’s Romania. Grama’s rich historical and ethnographic research reveals the fundamentally dual nature of heritage: every search for an idealized past relies on strategies of differentiation that can lead to further marginalization and exclusion. In examining the flurries of paperwork and directives that moved back and forth between high- and low-level officials, Ken MacLean underscores a paradox: in trying to gather accurate information about the realities of life in rural areas, and thus better govern from Hanoi, the Vietnamese central government employed strategies that actually made the state increasingly illegible to itself. MacLean exposes a falsified world existing largely on paper. As high-level officials attempted to execute centralized planning via decrees, procedures, questionnaires, and audits, low-level officials and peasants used their own strategies to solve local problems. To obtain hoped-for aid from the central government, locals overstated their needs and underreported the resources they actually possessed. Higher-ups attempted to re-establish centralized control and legibility by creating yet more bureaucratic procedures. Amidst the resulting mistrust and ambiguity, many low-level officials were able to engage in strategic action and tactical maneuvering that have shaped socialism in Vietnam in surprising ways.

While previous accounts have attributed this shift to post-1989 market reform policies, Besnik Pula sees the root causes differently. Reaching deeper into the region's history and comparatively examining its long-run industrial development, he locates critical junctures that forced the hands of Central and Eastern European elites and made them look at options beyond the domestic economy and the socialist bloc. In the 1970s, Central and Eastern European socialist leaders intensified engagements with the capitalist West in order to expand access to markets, technology, and capital. This shift began to challenge the Stalinist developmental model in favor of exports and transnational integration. A new reliance on exports launched the integration of Eastern European industry into value chains that cut across the East-West political divide. After 1989, these chains proved to be critical gateways to foreign direct investment and circuits of global capitalism. This book enriches our understanding of a regional shift that began well before the fall of the wall, while also explaining the distinct international roles that Central and Eastern European states have assumed in the globalized twenty-first century.

Yet, there is little scholarship on their constitutions. These countries have seen varying socioeconomic changes in the decades since 1991, which have led in turn to constitutional changes. This book will investigate, from a comparative and interdisciplinary perspective, how and why the constitutional systems in these five countries have changed in the last three decades. The book then breaks the constitutional changes down into four questions: what are the substantive contents of constitutional change, what are the functions, what are the mechanisms, and what are the driving forces? These questions form a framework to process the changes the five countries have gone through, such as making new constitutions, amending current ones, introducing more rights, allowing citizens to engage in changes, enacting legislation, and defining the constitutional authority of the three state branches and their relationship with the Communist Party. While all five countries have adapted their constitutional systems, the degree, mechanisms, and influential factors are not identical and present considerable variations. This book examines and explores these differences and how they developed.
