Book excerpt: Going forward, Korea faces two closely related challenges: sustaining economic growth against the backdrop of a rapidly aging population and ameliorating income inequality. This paper argues that a gradual increase in social spending could promote more sustainable and inclusive growth in Korea. In particular, simulation results suggest that social spending which supports labor market reforms can boost longer-term growth. However, despite rapid increases recently—albeit from a low base—there is still a social spending gap relative to Korea’s OECD peers. Because of several fiscal challenges in the coming decades, increases in social spending should be incremental, and would be usefully guided by a longer-term fiscal framework.

Bolstered by continuous economic growth in the wake of World War II, European states have managed to develop a high-burden/high-benefit welfare model. However, amid aging society driven by low birth rates and an extended life expectancy as well as the recent sluggish economic growth, high spending and dwindling incomes inevitably followed, triggering government deficits to surge. Consequently, European countries including the financially vulnerable Greece, Spain, Portugal and Italy have introduced and are still implementing a range of restructuring measures such as a cut in pension/healthcare benefits, lifting of the eligible age for retirement, etc. in an effort to tackle the budget crisis facing them. As a result, skeptical views on the sustainability of their high-burden/high-benefit model have ensued. One of motivations behind this study is our recognition that such assessment can be too facile. It is true that of Europe's typical high-burden, High-benefit platforms, the ones employed by some Southern European countries are currently under scrutiny, yet the welfare models prevailing in Northern Europe are positively reviewed by global comparison, thus casting little doubt over their sustainability for now. Even for the welfare model of continental European countries, a mixture of views are present. Specifically, little concern is raised about Germany as it has successfully taken proactive actions for welfare reform as opposed to France. Having said that, we believe it is not fair to criticize the whole European welfare system just because the welfare models adopted by southern European countries are struggling with the matter of sustainability. The key to the present issue is not only the size of tax burden and welfare spending but the relation between welfare-enabling economic fundamentals and the level of social issues deemed tolerable. Any welfare model adopted by a country can be viewed appropriate, regardless of high-burden, High-benefit or low-burden/low-benefit, as long as it is selected by people through a political process and managed at a level that withstands social issues while forming a virtuous cycle with the underlying economy. Another factor considered significant for maintaining welfare at a sustainable level is whether the relevant country has the capacity to properly respond when the dynamically selected welfare model encounters any problems.In this respect, it appears unreasonable to simply regard the latest welfare reform triggered by fiscal deficits in Europe as the discarding of European welfare framework. For a prudent judgment, an overall analysis should be conducted for any selections made in the process of politics, a virtuous cycle forged between the underlying economy and healthcare/welfare, degrees of social issues managed by the welfare system, government's response to problems, etc. In this study, we'd like to proceed with our discussion based on the recognition that a virtuous cycle of welfare and economy is most crucial. To this end, it is important to identify regular patterns between the level of welfare spending and tax burden, and the economic competitiveness.

In practice, considerable research shows that high levels of inequality are likely to produce high levels of criminal and political violence. On the road to development, states cannot but grapple with the challenges posed by poverty and wealth distribution. Social Forces and States explains the reasons behind distinct distributional and poverty outcomes in three countries: South Korea, Chile, and Mexico. South Korea has successfully reduced poverty and has kept inequality low. Chile has reduced poverty but inequality remains high. Mexico has confronted higher levels of poverty and high inequality than either of the other countries. Judith Teichman takes a comparative historical approach, focusing upon the impact of the interaction between social forces and states. Distinct from approaches that explain social well-being through a comparative examination of social welfare regimes, this book probes more deeply, incorporating a careful consideration of how historical contexts and political struggles shaped very different development trajectories, welfare arrangements, and social possibilities.

Moreover, the amount of social welfare expenditure is expected to rise significantly in the future. In this manner, we tried to answer the following questions in this paper: (1) is the social spending sustainable? (2) do the experiences of advanced countries prove the fiscal sustainability while social spending rising? We conducted panel cointegration tests on OECD countries dataset during 1995~2014. Having done the cointegration tests on Canada, France, Germany, Netherlands, and Norway, with their individual time-series data, the fiscal sustainability of social spending is shown to maintain by these countries. The fiscal sustainability between tax revenues and social spending has been found to maintain by the within-panel cointegration and between-panel cointegration tests.

Book excerpt: In recent days, there is an active discussion on the size of the social welfare expenditures. We need to evaluate first on the efficiency of current fiscal expenditure, because the source of the government expenditure is mostly financed by tax. Specifically, we need to investigate whether the expenditure properly attain its original objective, the effectiveness of the short- and long-term expenditures, and the appropriateness of the size of the government expenditures. In this research, we investigated the burden of net-tax by income decile group. The net tax is defined as the difference between taxes and benefits. A micro-simulation model for the tax-benefit model is started to be developed with the basis of this research. Major findings can be summarized as follows. The overall average amount of the market income per month is 3,430 thousand Won. The monthly amount for the first income decile is 210 thousand Won, 2,830 Won for the fifth dcecile, and 8,920 thousand Won for the richest decile. Private transfer varies according to the income decile groups. It is 100 thousand Won for the first decile group, 110 thosand Won for the fifth decile group, and 220 thousand Won for the tenth income decile group. On the other hand, the public transfers are heavily concentrated on the lowest income decile group. 380 thousand Won per month for the lowest income decile group. 220 thousand Won for the second lowest income decile group, 130 thousand Won for the third income decile group. For the richest income decile, the amount of the public transfer per month is only 60 thousand Won per month. Thanks to the public transfers, the total income from the lowest income decile group tose to 800 thousand Won, and 1,610 won for the second income decile group. The amount of the public transfer decreases as the income increase, it is clear that the public transfers serve as a useful policy instrument for the income redistribution. Regarding income tax burden, the overall burden per household is 130 thousand Won per household. By income deciile, it is zero or very close to zero for the income decile up to the foth decile group, but the tenth (richest) income decile group paid 400 thousand Won per month. These figures are close to Sung Myong-jae et al. (2010) but slightly lower than those of Park Ki-baek (2010). One reason why we have this kind of result is due to the fact that almost lower half of the workers are not paying income taxes. For the social security burden is concerned, the average burden per month is 350 thousand Won. It is 30 thousand Won for the lowest income decile group, 60 thousand Won for the second decile group, and the highest income decile group pays 420 thousand Won per month. The average magnitude for the disposable income is 3,360 thousand Won per month. It is 750 thousand Won for the lowest income decile, 1,530 thousand Won for the second lowest income decile group, 2,920 thousand Won for the fifth income decile group, and 3,360 thousand Won for the highest income decile group. The overall burden for the value-added tax is 180 thousand Won per month. 80 thousand Won for the lowest income decile group, 110 thousand Won for the second lowest income group, 170 thousand Won for the fifth decile group, and 330 thousand Won for the highest income decile group. The benefit distribution of the in-kind social benefits by decile can be summarized as follows: 320 thousand Won for the lowest income decile group, 290 thousand Won for the second lowest income deciles group, whereas the amount for the fifth income decile and above is 510-570 thousand Won and is quite stable. This study explores the sensitive interface between the use of pharmaceuticals, available through an extensive informal distribution system, and self-treatment of sex-related diseases. The author examines morally sensitive situations in which men and women opt for Ciba, and evaluates its efficacy, or effectiveness. The discussion not only covers physical and metaphorical aspects of efficacy, but also the possible social and moral effects of medication. It offers a fresh and empirically grounded perspective on the links between efficacy, sex-related diseases and moralities.
