Book excerpt: The European community has gradually taken on a more human face, but although its leaders promote a vision of a social community with improved standards for all it is clear that some people will be excluded or marginalized. This book takes a timely look at the implications for social work in Europe of rapid changes in the EC social agendas. It is increasingly possible to identify common themes and concerns within European countries, such as child protection, the number of people in residential care, and youth unemployment. New issues are also emerging: greater mobility across national boundaries and the need for increased contact and agreed social work responses between European welfare agencies. The book examines the concepts of citizenship, participation and marginalization, at EC and national levels, and discusses their relevance to social work policy and practice. It blends description and explanation with analysis, and clarifies terminology commonly used in European social work but less familiar to a British readership. At a time of change in British social work, and in a climate of increased emphasis on consumer rights, the book examines the different conceptions of social work, particularly in France and Germany, and revives notions of the relevance of prevention and social action. Finally, the authors suggest that the political and social changes in Europe provide a positive opportunity for British social workers to re-examine their aims and methods, and to contribute to shaping a new European social work.

However, the Member States are increasingly modernizing social services and social (welfare) protection, attempting to make social services more efficient by increasingly looking to the market for the provision of such services. This policy move brings social services into the radar of EU law. The EU response to this sensitive issue has resulted in a piecemeal and fragmented approach towards the treatment of a new policy area of Social Services of General Interest (SSGI) in EU law and policy. This book is a first contribution towards charting how SSGI have emerged as a special category of SGI in the EU, the reaction of the Member States and stake-holders and how policy is being made through new governance processes, carve-outs and safe havens in legislation and soft law, especially in the light of the new values of the EU introduced by the Treaty of Lisbon 2009. It takes an inter-disciplinary approach and will be of interest to lawyers, economists and political scientists who are interested in EU policy-making as well as practioners, EU and national policy-makers. Each chapter outlines the shifts in the mixed economy of welfare and describes the degree to which there has been greater decentralization moves towards a different style of public management or the introduction of market principles. The changes in the provision of services for elderly people and children is described for the same period. Finally, women's position as paid providers of services, as unpaid carers and as recipients of services is analyzed. This book investigates the idea that the move towards "marketization" in many countries is having a disproportionately detrimental effect on women whose leverage on the market tends to be weak.

The developments they analyze cover a time span from the initiation of modern national social policies at the end of the nineteenth century to the present. The experiences of all the presently existing Western European systems except Spain and Portugal are systematically encompassed, with comparisons developed selectively with the experiences of the United States and Canada. The development of the social security systems, of public expenditures!and taxation, of public education and educational opportunities, and of income inequality are described, compared, and analyzed for varying groupings of the Western European and North American nations. This volume addresses itself mainly to two audiences. The first includes all students of policy problems of the welfare states who seek to gain a comparative perspective and historical understanding. A second group may be more interested in the theory and empirical analysis of long-term societal developments. In this context, the growth of the welfare states ranges as a major departure, along with the development of national states and capitalist economies. The welfare state is interpreted as a general phenomenon of modernization, as a product of the increasing differentiation and the growing size of societies on the one hand, and of processes of social and political mobilization on the other. It is an important element of the structural convergence of modern societies -- by its mere weight in all countries -- and at the same time a source of divergence by the variations within its institutional structure.

Book excerpt: OF 'SOLIDARITY' IN UK SOCIAL WELFARE Here then, perhaps, is a British version of solidarity in social welfare, but early there are strong tensions between the powerfully liberal individualistic strands of the British understanding of the functions of the state and the socialistic or communitarian tendency of a commitment to universal welfare provision. In the search for the roots of this understanding of welfare we shall survey, fitst, the historical background to these tensions in some early British political philosophers, starting with Hobbes and ending with Mill. We then consider the philosophical and social influences on the Beveridge Report itself, and we will trace the emergence of the philosophy of the welfare state in the era following the Second World War. Finally we consider the contemporary debate, as it relates to the 'Third Way' thinking of New Labour. 2. A mSTORICAL SKETCH In the previous section we observed that the philosophy underlying the Beveridge Report could be described as 'liberal collectivism'. What are the historical antecedents of this strange amalgam of individualism and collectivism? Within the short scope of this chapter, any account of the philosophical history must be little more than a sketch, but we can perhaps understand most debates in British socio-political thought as a continuing dialogue with the well known claim of Thomas Hobbes in Leviathan that all political institutions are founded on egoistic motives.
