Book excerpt: In adopting the Community Worker's Charter last December, the European Council of Strasbourg set out to highlight the importance of the social dimension in the process of completing the internal market. In November 1989 the Commission for its part adopted an action programme intended to implement the general principles contained in the Charter. These Commission initiatives are inspired by increasingly marked awareness of the role of social factors in the strengthening of economic and social cohesion and by the danger of social dumping possibly accelerating the trend towards a two-speed Community as well as by the calls made by various institutions such as the European Parliament, the Economic and Social Committee and, on behalf of the workers, the European Trade Union Confederation.
