Book excerpt: Small and medium-sized enterprises (SMEs) account for about 97–99 per cent of total enterprises and 60–80 per cent of total employment in ASEAN countries. The participation of SMEs is thus crucial for achieving greater regional economic integration amongst ASEAN countries. SMEs are, however, often constrained by many disadvantages that limit their abilities to become importers and exporters. This is well documented in the research literature on trade and firm size. This volume contains selected ASEAN country studies on the participation of SMEs in regional economic integration based on primary microdata. This is supplemented by empirical studies on the role played by East Asian multinational enterprises in the region. Book excerpt: China’s rise exerts a powerful pull on ASEAN economies and constitutes an impetus for a resinicization of Overseas Chinese in Southeast Asia. China has become a skilled practitioner of “commercial diplomacy”, and as long as it continues to lead the way in regional integration, China’s state-led capitalism will seek to integrate itself into the ASEAN Economic Community. This in effect becomes China’s essential strategy of desecuritization for the region. With increasing trade and investment between China and ASEAN countries, the ethnic Chinese economic elites have managed to serve as “connectors and bridges” between the two sides, and benefited in the process from joint ventures and business investments. The impact of new Chinese Capitalism on SMEs, however, has not been equally positive. As China rises, Southeast Asia has witnessed increased complexity and variations of “hybrid capitalism”, including alliances between state-led capitalism, transnational entrepreneurs emanating from China’s “going out” policy and ethnic Chinese in Southeast Asia. Three main forms of Chinese Capitalism in Southeast Asia are neoliberal capitalism, flexible capitalism and Confucian capitalism. These intermingle into a range of local varieties under different socio-economic conditions.

The ASEAN Community, integrating the political, economic and social aspects of regional cooperation, will complete its first milestone by December 2015. Expectations of tangible benefits under an ASEAN Economic Community have attracted much attention though many of the initiatives will be realized post-2015.Following the policy of open regionalism, ASEAN has also signed free trade agreements with Australia, New Zealand, China, India, Japan and South Korea. It has launched negotiations for the Regional Comprehensive Economic Partnership (RCEP) agreement in 2013, with expected breakthrough by end-2015.The Southeast Asian economies are also involved in two other regional initiatives. First is the Trans-Pacific Partnership (TPP), initiated by the United States. As part of the U.S. "e;pivot to Asia"e;, the TPP is envisioned as a "e;comprehensive and high-quality"e; agreement and has concluded its negotiation in October 2015. Second, the discussions on regional connectivity have broadened; China has emerged as a recent lead proponent with its proposals for "e;One Belt, One Road"e; and the Asian Infrastructure Investment Bank.All these together have implications not only for individual Southeast Asian countries but also for regional trading architecture. Book excerpt: Micro-, small- and medium-sized enterprises (SMEs) account for approximately 97 per cent of all active business entities within the ASEAN region. They are an important contributor to both emissions generation and future reduction. A recent large-scale, multi-country quantitative assessment was undertaken into how SMEs are dealing with climate change in Indonesia, Malaysia, the Philippines, Singapore and Vietnam. Most respondents reported a high level of concern about climate change. Over 90 per cent of firms are currently undertaking measures to reduce emissions, albeit that they are typically simple steps such as reducing air conditioning and electricity, recycling or installing low-energy lighting. Common intentions to deal with future extreme weather events include reducing emissions, developing a disaster plan, or reviewing business insurance policies. Major obstacles to dealing with climate issues are firstly, a lack of knowledge and secondly, insufficient funds. Governments are the preferred source of information, followed by business associations/chambers, friends and family. Social media, YouTube and websites are overwhelmingly the dissemination modes of choice. There were significant variations in these patterns from one reporting country to another. Policymakers can help SMEs adjust to climate change by: encouraging them to adopt simple emission reduction measures; providing training and financial support; ensuring appropriate online delivery of advisory and assistance measures; and localising responses to meet the needs of SMEs which are specific to different ASEAN member states.

Book excerpt: Transnational economic integration has been described by globalization boosters as a rising tide that will lift all boats, an opportunity for all participants to achieve greater prosperity through a combination of political cooperation and capitalist economic competition. The Asian Development Bank (ADB) has championed such rhetoric in promoting the integration of China, Southeast Asia’s formerly socialist states, and Thailand into a regional project called the Greater Mekong Subregion (GMS). But while the GMS project is in fact hastening regional economic integration, Jim Glassman shows that the approach belies the ADB’s idealized description of "win-win" outcomes. The process of "actually existing globalization" in the GMS does provide varied opportunities for different actors, but it is less a rising tide that lifts all boats than an uneven flood of transnational capitalist development whose outcomes are determined by intense class struggles, market competition, and regulatory battles. Glassman makes the case for adopting a class-based approach to analysis of GMS development, regionalization, and actually existing globalization. First he analyzes the interests and actions of various Thai participants in GMS development, then the roles of different Chinese actors in GMS integration. He next provides two cases illustrating the serious limits of any notion that GMS integration is a relatively egalitarian process—Laos’ participation in GMS development and the role of migrant Burmese workers in the production of the GMS. He finds that Burmese migrant workers, dam-displaced Chinese and Laotian villagers, and economically-stressed Thai farmers and small businesses are relative "losers" compared to the powerful business interests that shape GMS integration from locations like Bangkok and Kunming, as well as key sites outside the GMS like Beijing, Singapore, and Tokyo. The final chapter blends geographical-historical analysis with an assessment of uneven development and actually existing globalization in the GMS. Cogent and persuasive, Bounding the Mekong will attract attention from the growing number of scholars analyzing globalization, neoliberalism, regionalization, and multiple scales of governance. It is suitable for graduate courses in geography, political science, and sociology as well as courses with a regional focus.
